The main content of the regulations

People's governments at or above the county level may clarify water conservancy project management units in accordance with river basins or regions to uniformly manage water conservancy projects in river basins or regions. The "Regulations" require that people's governments at or above the county level should organize relevant departments to delineate the scope of management and protection of water conservancy projects within their administrative areas. Within the scope of protection of water conservancy projects, no unit or individual may engage in blasting, well drilling, quarrying, and soil borrowing that affect the operation of water conservancy projects and endanger the safety of water conservancy projects; at the same time, constructions that affect the operation of water conservancy projects and endanger the safety of water conservancy projects are prohibited. The "Regulations" also regulate the utilization of water conservancy projects to prevent excessive development.
