According to the "Notice of the State Council on Deepening the Reform of "Separation of Licenses and Licenses" to Further Stimulate the Development of Market Entities" (Guo Fa [2021] No. 7) and the "Regulations on Supervision of Water Conservancy Projects" (Order No. 28 of the Ministry of Water Resources) and "Supervision of Water Conservancy Projects" Measures for the Administration of Unit Qualifications (Order No. 29 of the Ministry of Water Resources), the Ministry of Water Resources decided to carry out work related to the administrative licensing of water conservancy project construction supervision unit qualifications. The relevant matters are hereby announced as follows.

1. Regarding the cancellation of the qualifications of Grade C supervision units

In accordance with the requirements of the "Notice of the State Council on Deepening the Reform of "Separation of Licenses and Licenses" to Further Stimulate the Development of Market Entities", the Ministry of Water Resources cancelled the certification of Level C qualifications for water conservancy project construction supervision units and no longer accepts new applications for Level C qualifications.

(1) The two professional qualifications of construction supervision of water conservancy projects and construction supervision of water and soil conservation projects have been adjusted from the original three levels of A, B, and C to two levels of A and B. The second-level qualification conditions are adjusted to the original C-level qualification requirements stipulated in the "Water Conservancy Engineering Construction Supervision Unit Qualification Management Measures"; the existing C-level qualification is merged into the second level qualification, and it can undertake the requirements specified in the "Water Conservancy Project Construction Supervision Unit Qualification Management Measures" For the business scope of Grade B qualification, those with Grade A qualification can apply for promotion to Grade A qualification.

(2) The Grade C qualification certificate of the water conservancy project construction supervision unit will continue to be valid within the validity period. Except for the following circumstances, the Ministry of Water Resources will no longer renew the Grade B qualification certificate.

1. If the validity period of the Class C qualification certificate expires between April 1, 2021 and June 30, 2022, it shall be extended in accordance with the "General Office of the Ministry of Water Resources on the Expiry of the Qualification Certificate of Water Conservancy Project Construction Supervision Units and Class A Quality Inspection Units" "Notice on Relevant Matters" (Office Construction Letter [2021] No. 228) requires the application for qualification extension, and the Ministry of Water Resources will issue a Class B qualification certificate after passing the review. Those who have already handled the extension of their qualifications before the issuance of this announcement will not be renewed for the second-level qualification certificates.

2. If the validity period of the Class C qualification certificate expires on June 30, 2022 or later, the qualification shall be applied for renewal in accordance with the qualification examination and approval work requirements of the water conservancy project construction supervision unit of the year, and the Ministry of Water Resources will issue a Class B qualification certificate after passing the examination and approval.

3. If the information on the Level C qualification certificate needs to be reprinted, the Ministry of Water Resources will issue a Level B qualification certificate after completing the change procedures.

4. If a Level C supervision unit undergoes merger, reorganization, or division, and applies for re-qualification, the Ministry of Water Resources will issue a Level B qualification certificate after passing the review.

(3) The Ministry of Water Resources will continue to strengthen the interim and ex-post supervision of relevant enterprises, conduct "double random, one open" inspections, handle complaints and reports in a timely manner, give full play to the role of credit supervision, strengthen the collection and sharing of bad behavior information, and implement it in accordance with laws and regulations Punishment for dishonesty, further do a good job in deepening the reform of "delegating control and servicing", optimizing the business environment, and earnestly maintaining the order of the water conservancy construction market.

2. Arrangements for administrative licensing in 2021

(1) Scope of approval

The first application for the four majors of water conservancy engineering construction supervision, water and soil conservation engineering construction supervision, mechanical and electrical and metal structure equipment manufacturing supervision, and water conservancy engineering construction environmental protection supervision.

(2) Application materials

1. Application form for qualification accreditation of water conservancy project construction supervision unit (see attachment, which can be downloaded in the online application system of the Ministry of Water Resources); 2. Articles of Association (copy); 3. Appointment documents of legal representatives, title certificate (copy) 4. The appointment documents of the technical person in charge and the senior engineering title certificate (copy); 5. The labor contract (copy) of the water conservancy project supervision engineer and cost engineer of the unit, and three months before the application month (July 2021 Until September) the social insurance certificate (copy), and if the supervision engineer has a senior professional title, the professional title certificate (copy) shall be provided. Social insurance should cover the types of insurance required by laws and regulations such as pension, medical care, unemployment and work-related injuries; retirees need to provide accidental injury insurance certificates (copies, including July to September 2021), and those under the age of 60, Retirement certification documents are also required. Those who are over 60 years old must provide a copy of their ID card. The payment unit in the social insurance certificate should be the same as the reporting unit. Social insurance paid by higher-level companies, subsidiaries, public institutions, human resources service agencies and other units or individuals are not recognized, and social insurance paid by branches can be recognized. 6. Supervision performance undertaken in the past three years (September 2018 to August 2021). Attached is the water conservancy project construction supervision contract (copy), project grade certificate, evaluation opinions of the construction unit of the completed project, and performance summary table (the project grade, contract amount, and time of commitment must be indicated).

For the first application for qualifications, submit 1 to 5 materials; for additional majors, submit 1, 2, and 5 materials; for promotion to the qualification level, submit 1 to 6 materials.

(3) Application and approval procedures

The Administrative Approval and Acceptance Center of the Ministry of Water Resources uniformly accepts applications for qualification approval of water conservancy project construction supervision units. Applicants shall conduct online pre-acceptance through the government service platform of the Ministry of Water Resources (https://spjc.mwr.gov.cn/) from October 25 to October 31, 2021, and submit the paper before November 8. The quality materials are mailed to the Administrative Examination and Approval Acceptance Center of the Ministry of Water Resources, and if the paper materials are not submitted within the time limit, the application shall be deemed to have been abandoned. The Ministry of Water Resources shall make an administrative licensing decision within 20 working days (excluding the time required for expert review, publicity, and organization of hearings in accordance with the law) from the date of acceptance, and issue the qualification certificate if it is approved.

(4) Other matters

1. In accordance with the requirements of the "Notice of the State Council on Deepening the Reform of "Separation of Licenses and Licenses" to Further Stimulate the Development of Market Entities", optimize the qualification examination and approval services of water conservancy project construction supervision units, streamline the application procedures, and cancel the preliminary review of provincial water administrative departments and river basin management agencies , Adjusted to the applicant unit directly submit application materials to the Ministry of Water Resources.

2. Applicants need to fill in basic information such as registration, qualifications, personnel, and performance on the national water conservancy construction market supervision platform (http://xypt.mwr.cn/).

3. The applicant unit shall be responsible for the authenticity and accuracy of the application materials, and ensure that the materials are complete, truthful and accurate, and consistent with the information disclosed by the national water conservancy construction market supervision platform. If you conceal the relevant information or provide false materials, our ministry will not accept or approve it, and will impose administrative penalties in accordance with the law. The applicant shall not reapply for the qualification within one year, record the information on the applicant’s bad behavior record and supervise the national water conservancy construction market The platform is public.

4. When receiving the qualification certificate on site, the original copy of the title certificate of the supervision engineer, the original copy of the labor contract and the social insurance certificate shall be provided for verification. For those who are promoted to the qualification level, the original and copy of the restoration qualification level certificate shall also be submitted.

5. In accordance with the requirements of the "Notice of the State Council on Deepening the Reform of "Separation of Licenses and Licenses" to Further Stimulate the Development of Market Entities", the Ministry of Water Resources will operate in pilot free trade zones (including counties where pilot free trade zones are located, cities without districts, and other municipal districts).
