Accelerate the three-year action plan for the revitalization and development of the Zuojiang River Revolutionary Zone in Guangxi in the new era (2021-2023)

To fully implement the "Opinions of the State Council on Supporting the Revitalization and Development of Old Revolutionary Areas in the New Era" (Guo Fa [2021] No. 3, hereinafter referred to as the "Opinions"), promote the "Zuojiang River Revolutionary Area Revitalization Plan (2015-2025)" (hereinafter The "Plan" for short) will be implemented in depth to accelerate the revitalization and development of the Zuojiang River Revolutionary Zone (hereinafter referred to as the Old Zone) in Guangxi under the new situation, so that the people in the old zone can lead a happier and better life. This action plan is formulated.

1. General requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th National Congress of the Communist Party of China, and thoroughly study and implement the important instructions of General Secretary Jin Ping to Guangxi's work In accordance with the general requirements of “achieving results in one year and making big changes in three years”, it is planned to use three years to accelerate the construction of a number of major projects related to the overall revitalization and development of old areas, and drive the old areas to further stimulate revitalization, enhance core competitiveness, and maintain The ecologically beautiful and good environment in the old area continues to enhance the sense of acquisition and happiness of the people in the old area, and lays a solid foundation for the comprehensive construction of a vibrant old area, a beautiful old area, a happy old area, and an old cultural area.

2. Basic principles

(1) Plan ahead and advance at a high level. Focus on the national "14th Five-Year" Plan Outline, "Opinions", "Plan" and Guangxi "14th Five-Year Plan" and other important document requirements, combined with the strategic deployment of the Autonomous Region Party Committee and Autonomous Region People's Government, accelerate the implementation of a number of major project.

(2) Highlight key points and make up for shortcomings. Accelerate the implementation of major projects such as the promotion of rural revitalization, the cultivation and development of new kinetic energy, and the restoration of ecological functions, promote the development of characteristic and advantageous industries in old areas, complement the shortcomings of infrastructure and public services in old areas, and gradually strengthen the development momentum of old areas.

(3) Rolling adjustment and dynamic management. Focusing on key areas, establish a three-year action project (hereinafter referred to as the three-year action project) database for accelerating the revitalization and development of the Zuojiang River Revolutionary Zone in Guangxi in the new era, and carry out regular coordination and scheduling to steadily promote project construction. For projects that are difficult to continue to advance due to objective reasons, adjustments are intensively carried out at the end of each year, and eligible projects are added to the project database to ensure the effectiveness of project construction.

(4) Government guidance and market promotion. Raise project construction funds through multiple channels, give full play to the guiding role of fiscal funds, integrate various types of special funds from the central and autonomous regions, and leverage social capital investment.

Three, the main goal

From 2021 to 2023, focus on four major projects, including vigorously promoting rural revitalization, cultivating new drivers of development, making up for shortcomings in public services, and strengthening the restoration of ecological functions, and accelerate the construction of a number of major projects. After three years of hard work, the following goals have been achieved: First, develop the rural economy in accordance with local conditions, promote the consolidation and expansion of poverty alleviation, and effectively connect with rural revitalization, realize the coordinated development of urban and rural areas, and enhance the vitality of the revitalization of the old area; the second is to improve the infrastructure system of the old area and cultivate Strengthen characteristic and advantageous industries, further strengthen the foundation for development, and enhance the economic quality, efficiency and core competitiveness of old areas; third, make up for shortcomings in public services, improve the basic public service system, vigorously develop red tourism, inherit and promote red culture, and improve the basics of old areas The quality of public services enhances the sense of gain and well-being of the people in the old areas; the fourth is to intensify the restoration of ecological functions and ecological protection in the old areas, accelerate the green development of the energy resource industry, promote the green transformation and development of the old areas, and maintain a good ecological environment in the old areas.Fourth, the project plan

The three-year action projects are divided into two categories: implementation projects and reserve projects.

(1) Implementation project. A total of 357 projects with a total investment of 361.1 billion yuan. The implementation of the project construction is urgent, the preliminary work is basically mature or is being accelerated, the project construction funds have been implemented or partially implemented, and the implementation conditions are basically met. In principle, with the exception of a few large-scale investment projects, other implementation projects should be completed and put into use before the end of 2023.

1. Distributed by function. (1) Focus on promoting rural revitalization projects. 108 projects with a total investment of 46.4 billion yuan. (2) Cultivate and develop new kinetic energy engineering projects. 124 projects with a total investment of 285.1 billion yuan. (3) Supplement the shortcomings of public service projects. 103 projects with a total investment of 21.6 billion yuan. (4) Strengthen ecological function restoration project. 22 projects with a total investment of 8 billion yuan.

2. Distributed by region. (1) 15 projects in the autonomous region, with a total investment of 183.4 billion yuan. (2) There are 130 projects in Baise City, with a total investment of 77.2 billion yuan. (3) 68 projects in Chongzuo City, with a total investment of 63.8 billion yuan. (4) There are 131 projects in Hechi City, with a total investment of 34.2 billion yuan. (5) There are 13 projects in Nanning City with a total investment of 2.5 billion yuan.

(2) Reserve items. A total of 449 projects with a total investment of 435.7 billion yuan. The reserve project mainly aims to promote the key nodes of the preliminary work such as project planning demonstration, feasibility study, preliminary design and so on. In principle, the reserve projects should make breakthrough progress before the end of 2023, and basically have the conditions to start construction, and strive to start a batch of projects.

Five, work requirements

(1) Strengthen organization and leadership. The Development and Reform Commission of the Autonomous Region is responsible for taking the lead in organizing and promoting the accelerated implementation of this action plan. The competent departments of various industries in the autonomous region are responsible for guiding, supervising and coordinating the promotion of projects in their own industries. Preliminary work, construction progress, project quality and safety, use of funds, etc. bear the main responsibility.

(2) Speed up the preliminary work. The special funds for capital construction investment within the budget of the autonomous region will arrange preliminary work funds every year, and give preferential support to eligible three-year action projects to speed up the preliminary work. Relevant cities and counties (cities, districts) should increase the investment in the preliminary work of the three-year action project. The competent authorities of the industry shall supervise and guide the project owners to further improve the project construction plan, innovate working methods, and accelerate the progress of the preliminary work. The project approval department shall strengthen the guidance and services for handling relevant approval procedures, and improve the efficiency of approval under the premise of compliance and legality.

(3) Strengthen coordination services. Strictly implement the project legal person responsibility system, capital system, bidding system, project supervision system and other systems to standardize project management. The Development and Reform Commission of the Autonomous Region shall rely on the Zhuangmei Guangxi Development and Reform Cloud Platform to establish a three-year action project database, regularly schedule project progress, and make rolling adjustments to the project database at the end of each year. Relevant municipalities and autonomous regions should closely communicate and coordinate with the project owner, track and understand the progress of the project, coordinate and solve the problems existing in the project construction process, and promptly propose a dynamic adjustment plan for the project based on the actual situation.

(4) Broaden financing channels. The Finance Department of the Autonomous Region should integrate the fiscal funds at the same level and support the accelerated implementation of the three-year action project. The relevant departments of the autonomous region should strengthen the communication and connection with the national counterpart ministries and commissions, give priority to obtaining national funding support for the three-year action project, and give preferential arrangements when formulating the department's special fund decomposition plan. Relevant cities and counties (cities, districts) should increase their own financial investment, strengthen communication with financial institutions and social capital, actively promote projects, and raise project construction funds through multiple channels. Encourage relevant cities and counties (cities, districts) to establish a diversified capital investment system through financing guarantees, loan interest discounts, government and social capital cooperation (PPP), etc., to ensure the funding needs for project construction.

(5) Strengthen element guarantees. For eligible three-year action projects, priority will be included in the annual plan for the overall promotion of major projects at the autonomous region level, and enjoy various preferential policies for major projects. The competent departments of natural resources at all levels in the region shall, in accordance with the principle of "centralized overall planning and hierarchical guarantee", make overall arrangements for construction land indicators and increase the protection of project construction land.
