The Ministry of Transport of Vietnam put forward a list of 25 national key projects and priority investment projects during the period 2021-2025 in the draft of the "Vietnam Highway Network Plan 2021-2030 Facing 2050" submitted for approval, including the north and south east from Lang Son to Ca Mau Expressway; the expressway connecting the northern and central areas with Xiyuan, Southeastern and Jiulongjiang Plain; the urban ring roads and their connecting lines between Hanoi and Ho Chi Minh City; the main national roads for international and regional connections.

According to the aforementioned draft plan, the Ministry of Transport will give priority to investment in major transportation corridors, regional interconnection and interconnection among key economic zones. Gradually increase the proportion of investment in poverty-stricken areas with low population investment ratios such as Xiyuan, Northwest, and Jiulongjiang Plain. By 2030, a highway network connecting economic and political centers, key economic zones, seaports and international airports will be formed. Gradually upgrade and transform national highways, and basically build a highway network connecting regional and international seaports, international airports, international ports with a large volume of import and export commodities, and super-class and first-class cities. At the same time, convenient national highways are connected to Class II seaports, international airports, large inland ports, major railway stations, and transport hubs in Class II and below cities. Strive to build a highway of approximately 5,000 kilometers. It is estimated that by 2030, the road network investment demand will be about 900 trillion VND (approximately 39.1 billion U.S. dollars), accounting for about 48% of the investment capital demand in the transportation sector.

HCM-Mộc Bài), Ho Chi Minh City-True City (TP. HCM-Chơn Thành), Dầu Giây-Tân Phú-Bảo Lộc, Friendship Port- Lang Son (Cửa khẩu Hữu Nghị-Lạng Sơn), Xinshi-North Part (Chợ Mới – Bắc Cạn), Ha Giang City and Noi Pai-Lao Cai Expressway Connection Section (nối TP. Hà Giang vối Bốc Cai), Hòa Bình – Mộc Châu (Hòa Bình – Mộc Châu), Tung Deng – Tea Ling (Đồng Đăng – Trà Lĩnh), Ho Chi Minh City 4th Ring Road, Hanoi 5th Ring Road, Bao Loc – Liên Khương (Bảo Lộc – Liên Khương) ), Vinh – Thanh Thủy (Vinh – Thanh Thủy), Muzhou – Sơn La (Mộc Châu – Sơn La), Phu Thọ – Chợ Bến, and Hà Tiên – Rạch Giá ).
