On August 28, 2021, the opening ceremony of the third-phase project headquarters of Changan Yiyang Power Generation Co., Ltd. (hereinafter referred to as Yiyang Power Plant) was held. Municipal Standing Committee Member and Executive Deputy Mayor He Hui, Deputy Mayors Hu Anbang and Yang Zhihua attended the unveiling ceremony.
The third phase of Yiyang Power Plant was invested and constructed by Shaanxi Coal Group, a Fortune 500 company, and was included in the national and Hunan Province’s "14th Five-Year" power development plan. It is a major energy project for peak shaving and supply in Hunan Province. The total investment of the project is 7.28 billion yuan, two 1 million kilowatt generator sets will be built, and the first and second phase projects will be upgraded and transformed to build a highly automated and intelligent thermal power plant with advanced technology, advanced environmental protection, and advanced indicators.
After the completion of the project, it will effectively alleviate the power shortage in Hunan, which is of great significance to the implementation of the "Three High and Four New" strategy of the Provincial Party Committee and the Provincial Government and the promotion of the high-quality development of Yiyang. The project headquarters, as a platform for coordination and cooperation of relevant functional units, improving information communication channels, and a hub for comprehensive deployment of tasks, is of great significance for accelerating project construction, further ensuring project quality, and effectively solving problems encountered in project construction.

It is understood that the first phase of Yiyang Power Plant was completed during the "Tenth Five-Year Plan" period, and the second phase was put into operation during the "Eleventh Five-Year Plan" period, making it the second largest thermal power plant in Hunan. During the "Thirteenth Five-Year Plan" period, Shaanxi Coal Group has given new vitality in the integration of coal and electricity, catching up with and surpassing in the power market competition, and its production and operation performance has leapt to the forefront of the thermal power industry in Hunan, with a cumulative power generation of 109.6 billion kWh. Tax revenue of 3.2 billion yuan has contributed to local power supply and economic and social development.
