Fujian Province recently announced the fourteenth five-year plan for national economic and social development and the outline of the long-term goals for 2035. During the fourteenth five-year period, it will actively participate in the construction of the "land, sea, air, and space energy network" infrastructure, and accelerate the construction of Fuzhou, Xiamen, Xiamen, and Xiamen. Port cities such as Quanzhou serve as fulcrums, linking the One Belt One Road with a safe, efficient and convenient channel network. Vigorously promote the construction of "Silk Road Shipping" and create a convenient maritime channel network covering Japan, South Korea, Southeast Asia and other surrounding areas, and reaching Africa, Europe, and the Americas. Promote the construction of "Silk Road Flying", improve the rapid transfer system of aviation hubs, strive to encrypt international and domestic air routes, improve airport carrying capacity and transfer service functions, and strengthen sea and air connections with countries under the Belt and Road Initiative. Integrate land and maritime resources, deepen cooperation with logistics node cities in the central and western regions, build a sea-rail combined transport infrastructure system that covers the whole province, serves the whole country, and faces the world, and opens up bulk material rail transportation and sea-rail combined transport channels. Deepen the interconnection of information infrastructure and build a convenient "digital silk road" information transmission and exchange mutual recognition system. Actively participate in China-ASEAN smart city construction cooperation.

Promote the interconnection between Fujian and Taiwan

Promote the four-in-one connectivity of Fujian-Taiwan infrastructure "land, sea, sky, and network", and build a three-dimensional channel hub for Taiwan. Establish a direct sea and air flight between Fujian and Taiwan that meets the needs of normalized epidemic prevention and control, continue to improve the convenience of the "big three links" and "small three links" routes, strive to encrypt flights to Taiwan, and promote the opening of Fuzhou, Xiamen, Quanzhou and Taichung , Kaohsiung direct air flight, and start the preliminary work of the Quanzhou-Penghu air direct flight. Consolidate the development of passenger and cargo routes between Pingtan, Fuzhou, Xiamen, Quanzhou and Taiwan, promote the opening of direct sea routes from Dongshan to Penghu, and promote the two-way direct sailing of "two-door" and "two-horse" yachts. Promote the construction of passenger and freight terminals at Taiwan ports. Continue to promote water, electricity, ventilation, and bridge connections between Matsu and Kinmen and the coastal areas of our province, and promote the first integration and development of Fuzhou and Matsu, and Xiamen and Kinmen. Solidly advance the research and demonstration of the "Taiwan Strait Channel" project.

Accelerate the interoperability of energy resources

Give full play to the advantages of port shipping and coastal energy layout, and build a cross-strait energy resource transfer platform. Do a good job in the preliminary work of power transmission and supply of liquefied natural gas to the Kinmen submarine cable, and explore and promote the establishment of convenient, economic and safe supply channels for power, oil, natural gas and other resource products across the strait. Promote the joint development of offshore wind power resources in Matsu, the vicinity of Kinmen, and Taiwan Shoal, and strive to build a national offshore wind power base.

Expand the construction of cross-strait information network

Promote cross-strait information interconnection, promote the commercial operation of submarine optical cables from Xiamen to Kinmen, expand cooperation in new areas such as e-commerce, cloud services, and call transfer, and promote the expansion of the coverage of 5G communication technology services. Promote the development of Pingtan's cross-strait shipping express business, improve the delivery and distribution capabilities of mail express delivery to Taiwan, encourage Taiwan's aviation shipping and logistics companies to set up e-commerce logistics enterprises in Fujian, and jointly build a cross-strait e-commerce logistics service platform.
