Five-year plans for "new infrastructure" in various regions have been released one after another

The National Development and Reform Commission has stated in September and March that in terms of new infrastructure, the "14th Five-Year" new infrastructure construction plan will be issued in 2021 to vigorously develop the digital economy, expand 5G applications, and accelerate the construction of industrial Internet and data centers.

The national plan has not yet been released, but local actions have already begun. After the three-year action plan for new infrastructure construction from many provinces in 2020 to 2022, plans for the construction of new infrastructure in the "14th Five-Year Plan" period in 2021 have been announced successively.

Recently, the Sichuan Provincial Government and the Jiangsu Provincial Government have respectively issued the "Fourteenth Five-Year Plan for New Infrastructure Construction in Sichuan Province" and the "Fourteenth Five-Year Plan for New Infrastructure Construction in Jiangsu Province."

On September 13, the executive meeting of the Chongqing Municipal Government reviewed the "Fourteenth Five-Year Development Plan for New-type Infrastructure in Chongqing (2021-2025)"; the "Fourteenth Five-Year Plan for New-type Infrastructure Construction in Guizhou Province" recently Approved by the Guizhou Provincial Government; Anhui Province has also ended the period of soliciting opinions on its "14th Five-Year Plan" new infrastructure construction plan. Prior to this, in May 2021, Shanxi Province issued the "Fourteenth Five-Year Plan for New Infrastructure in Shanxi Province"; in July, the "Fourteenth Five-Year Plan for Digital Infrastructure Development in Zhejiang Province" was released; the Shandong Provincial Government issued it "Shandong Province's "Fourteenth Five-Year Plan" Digital Province Construction Plan"; and some provinces have issued plans for the information and communication industry.

Judging from these plans, in the field of new infrastructure construction, a competition has actually started in various places, and most of the planning and construction goals are expected to reach the leading domestic level.

Sichuan and Jiangsu separately proposed that by 2025, the information infrastructure will reach the national leading level and the balanced development capability of the information infrastructure will reach the domestic leading level. Chongqing proposed to build a leading new infrastructure benchmark city in the country by 2025. Zhejiang must also build a national benchmark province for digital infrastructure, and the overall construction level must reach the world's first-class level and domestically lead.

Yi Xiaoguang, the dean of the Chongqing Comprehensive Economic Research Institute, told reporters that infrastructure is the basic condition to support the national economy, and the new technological revolution generates new demands, and new industries also put forward new requirements for the basic operating environment. Therefore, on the one hand, new infrastructure has emerged to adapt to the industrial technological revolution. On the other hand, it is also a huge market. Therefore, all regions are focusing on new infrastructure.

In November 2020, Guangdong issued a three-year implementation plan for advancing new infrastructure. The Guangdong Provincial Development and Reform Commission, together with various localities and departments, sorted out the new infrastructure projects currently under construction and under planning in the province, and initially aggregated more than 700 projects with a total investment of more than 1 trillion yuan. According to calculations, it is estimated that at least about 660 billion yuan will be invested in 2020-2022.

Yi Xiaoguang said that under the construction of a new dual-cycle development pattern, domestic demand needs to be expanded, of which investment is an important starting point. Compared with traditional infrastructure construction, new infrastructure is not only a new investment field, but also a driving force, reflecting the future development direction. The executive meeting of the Chongqing Municipal Government pointed out that the construction of new infrastructure is an important starting point for expanding effective demand, cultivating and expanding new kinetic energy, and building future strategic advantages. In fact, in recent years, new infrastructure has become a hot investment direction, and a large number of projects have been implemented, which has brought about the growth of new infrastructure. Sichuan Province also stated in its plan that all provinces (municipalities) have accelerated the deployment of new infrastructure construction, have introduced relevant policies and measures to promote the construction of a large number of key projects, and new infrastructure has entered a large-scale "installation period."

5G, charging piles are the focus

According to the definition of the National Development and Reform Commission, new infrastructure includes information infrastructure, integrated infrastructure and innovation infrastructure. Plans around these areas have been developed around these areas, and specific quantitative indicators have been developed. Among them, 5G base stations and new energy vehicle charging piles have grown the most.

On the 5G network, ambitions are shown everywhere. For example, in 2020, there will be 36,000 5G base stations in Sichuan, and according to the plan, it will reach 250,000 by 2025. Shandong has 51 thousand 5G base stations in 2020, and the plan proposes to reach 160,000 by 2022, and this indicator is set as a binding indicator.

Local planning will focus on accelerating the construction of 5G networks to form a spatial layout plan for information infrastructure with 5G as the core. Guangdong is the most advanced in this regard. In 2020, the number of 5G base stations has exceeded 100,000. According to the plan, by 2022, the province’s 5G station sites will reach 350,000 (including reserve sites), and a total of 220,000 5G base stations have been built. Achieve 5G global coverage. In terms of charging piles for new energy vehicles, large-scale advances have also been made in various regions.

Sichuan proposed that it will reach 250,000 new energy vehicle charging piles by 2025. Focus on the construction of fast charging infrastructure along expressways and national and provincial roads, and form an intercity fast charging network connecting major cities in the province.

Jiangsu requires that by 2025, all kinds of fast charging terminals will be increased from 90,000 in 2020 to 300,000. Promote the full coverage of charging facilities in expressway service areas, public parking lots, residential quarters, and urban shopping malls, and build centralized charging stations and fast-changing power stations in logistics parks, industrial parks, agricultural wholesale markets, urban idle land, etc. Highways and urban and rural public charging networks with piles following, moderately advanced, fast charging as the mainstay, and slow charging as the supplement, the service radius of public charging facilities such as the province's central urban areas and urban sub-centers is less than 1 km.

However, the goals of the new infrastructure planning vary from place to place, and they also highlight their own characteristics. Yi Xiaoguang said that the planning goals of the new infrastructure should be adapted to the specific needs and development levels of each region.
