After graduating from Nanjing Institute of Civil Engineering and Architecture in 1982, he joined the Jiangsu Provincial Construction Engineering Company and served as the manager of the operating engineering department and the assistant to the general manager. In 1999, he served as deputy general manager of Jiangsu Construction Engineering Corporation (Construction Group Company).
