On October 27, 2021, a consortium consisting of China State Construction, Webuild Italy, South Korea GS Engineering Construction Company and Australian CPB signed the EPC contract for the Northeast Route Project in Melbourne, Australia. The owner is the Australian Spark Northeast Route Company with a contract value of more than 11 billion. Australian dollar, about 55 billion yuan.

The project is located in Melbourne, Victoria, Australia, connecting the north and southeast areas of Melbourne, with a total length of 7.2 kilometers. The main work content includes the design and construction of a 6.5-kilometer double-lane six-lane tunnel and supporting works.

This project is the largest infrastructure project that China Construction has participated in overseas construction, and it is also one of Australia's largest infrastructure projects.

The Governor of Victoria, Daniel Andrews, said after the project was signed: “Projects of the size of the Northeast Main Line are not often available. We have been discussing this project for a long time, and it is also the largest investment in Melbourne's Northeast. It will support 10,000 jobs. To make up for the economic losses caused by the new crown epidemic."

The contracting body of the project is China State Construction Eighth Engineering Bureau Australia Co., Ltd. (abbreviated as China State Construction Oceania Company). According to the announcement of China State Construction Engineering Corporation, China State Construction Engineering, as the parent company of China State Construction Oceania Company, intends to provide the following guarantees for the project:

Parent company guarantee

The scope of the guarantee covers the performance obligations of China State Construction Oceania Company under the relevant contracts of the Northeast Route Project in Australia. The upper limit of the guarantee amount is approximately AUD 5.708 billion (approximately RMB 271.0 billion), and the guarantee period is 19 years.

Cross guarantee

The scope of the guarantee covers the performance and compensation obligations of China State Construction Oceania Corporation in the members of the Northeast Route Project Consortium in Australia. The upper limit of the guarantee amount is approximately 856 million Australian dollars (approximately 4.1 billion yuan), and the guarantee period is 19 years.

The EPC consortium also includes Italy Webuild Group, South Korea GS Company and Australia CPB Company.
