The "Plan" is a key special plan determined by the Sichuan Provincial Government. On the basis of summarizing the achievements of Sichuan water conservancy development during the "13th Five-Year Plan" period, based on the new development stage, implement the new development concept, integrate into the new development pattern, and take the promotion of high-quality development as the theme. In terms of the intensive use of water resources, by 2025, the total water consumption in Sichuan will be controlled within 33 billion cubic meters, and the water consumption for 10,000 yuan of GDP and 10,000 yuan of industrial added value will decrease compared with 2020. The national goal and task have been completed, and the effective utilization coefficient of irrigation water will be increased to over 0.5.

In 2025, Sichuan's water conservancy industry will achieve great development, and breakthroughs will be achieved in the ability to guarantee water safety, which will effectively guarantee the water demand for economic and social development and the construction of ecological civilization. Important progress has been made in the integration of water resources intensive water supply and rural water supply services. The security of urban and rural water supply and the ability to fight drought and emergency response have been significantly enhanced, and the extent of large-scale water supply coverage has been significantly improved. The newly increased living, production, and ecological water supply capacity will be 2 billion cubic meters, and the rural tap water penetration rate will reach 88%.

The "Plan" specifically deploys the construction of a complete water network system: strengthen the interconnection between the project water network and the natural water network, and do a good job in the rational allocation of natural water resources and the project allocation of water resources.
