On November 19, 2021, the construction of the Siqiao Reservoir in Kecheng District, Quzhou City, Zhejiang Province officially started.

The dam site of the reservoir is located in the middle reaches of Shiliang River. It is a medium-sized reservoir with controlled flood control function. The total investment is 2.351 billion yuan, the total storage capacity is 35.89 million cubic meters, the maximum dam height is 118.2 meters, and the planned construction period is 53 months. After completion, the normal storage level of the reservoir is 275 meters, and the flood control standard of Shiliang River can be raised to once in 10 years. When the main stream is under flood pressure, the Siqiao Reservoir can be used for operation scheduling and emergency evacuations to intercept part of the flood season floods in the upper and middle reaches of the Qiantang River Basin. At the same time, through the regulation of reservoir runoff, it can not only achieve flood control and peak reduction to control the discharge flow of the reservoir, be matched with the downstream river embankment to protect the lives and property of the people downstream, but also make full use of hydropower resources for power generation.

According to reports, after the completion of the Siqiao Reservoir, most of the agricultural irrigation problems in Shiliang Town and Hangbu Town can be solved. The effective irrigation area is 55,300 mu, and the guarantee rate of farmland irrigation has been increased from less than 70% to more than 90%. Guarantee water for irrigation of downstream farmland, improve the ability of the region to resist drought, and provide an important water source for the entire land improvement of Kecheng District. At the same time, the development pattern of "flood prevention and security, ecological enrichment, and cultural development" will be effectively established. While ensuring the water demand for downstream agricultural production and development, it can also greatly enhance the water ecology and river landscape effects of the Shiliangxi River and the Quzhou Smart New District, and give full play to the overall functions of water management, industry introduction, and rich people in the beautiful village, boosting the entire region Industrial upgrading, construction of a beautiful economic corridor along the route, and full exploration of Kecheng's path to the common prosperity of 26 counties in the mountainous areas of Zhejiang Province.
