The "Opinions" thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, clarify the guiding ideology, basic principles, and main goals for supporting the high-quality development of Beijing's urban sub-center, and put forward key task arrangements and organizational implementation requirements.

The "Opinions" pointed out that it is necessary to adhere to the principle of "undertaking relief, dislocation development, reform and innovation, pilot demonstration, coordinated linkage, and integrated development", firmly grasp the "bull nose" of easing Beijing's non-capital functions, and orderly undertaking in line with the city's sub-center Develop positioning of functional relief and population transfer, improve the ability to provide services to the capital's functions, and realize the co-prosperity of vice-subsidiaries, main and subordinates; insist on innovation-driven development, and enhance the functions of technological innovation, administrative office, business services, culture and tourism, etc. Promote policy measures and pilot demonstration projects to take precedence and form reproducible and extendable experience; actively promote the integrated high-quality development of the city's sub-center, Tongzhou District, Sanhe City, Dachang Hui Autonomous County, and Xianghe County in Hebei Province, and explore the gradual realization The new path of common prosperity sets an example for promoting the coordinated development of Beijing-Tianjin-Hebei. The "Opinions" set out key tasks in six areas. One is to insist on innovation and drive to create a new highland for Beijing's development; the second is to promote functional deconstruction and create a new phase of integrated development; the third is to strengthen planning management and create a model for urban construction and development in a new era ; The fourth is to strengthen environmental governance and build a national green development demonstration zone; the fifth is to benchmark international rules and build a new platform for opening up at a higher level; the sixth is to intensify reforms and enhance the vitality of development momentum.

The "Opinions" require that we must adhere to the party's overall leadership, put the party's political construction in the first place, and run through the entire process of the high-quality development of the city's sub-centers. To strengthen the implementation of responsibilities, Beijing must earnestly fulfill its main responsibilities, and study to give the city's sub-centers greater autonomy in reform and opening up, innovation and development.
