In order to meet the growing traffic demand of the city’s economic development, Zibo accelerated the formation of a "two vertical and six horizontal" expressway network during the 14th Five-Year Plan period, planning to implement 7 new projects, namely Zhanhua to Linzi and Jinan. To Gaoqing, Jinan to Weifang, Linzi to Linyi, Gaoqing to Shanghe, Qingyun to Zhangqiu, Jiwei double line Huantai connecting line expressway; strive to plan and implement 2 expansion projects, namely Bintai Expressway Pengjia hub to Zibo West Junction Section, Changshen Expressway Dagao to Pengjia Junction Section Expressway. The construction mileage of 9 projects is about 292.6 kilometers (including 41.7 kilometers of original road reconstruction), and the total investment is about 54.77 billion yuan.

Zhanhua-Linzi Expressway: 14.3 kilometers in Zibo, two-way six-lane, planned investment of 2.6 billion yuan, passing through Zibo High-tech Zone (Advanced Manufacturing Demonstration Zone). Up to now, a total of 1.56 billion yuan has been invested, accounting for 60% of the total investment. It is expected to be completed by the end of 2022.

Jinan-Gaoqing Expressway: 42.2 kilometers within Zibo, two-way four-lane, planned investment of 4.6 billion yuan, passing through Gaoqing County, Zibo City. Up to now, a total of 2.43 billion yuan has been invested, accounting for 53% of the total investment. It is expected to be completed by the end of 2022.

Jinan-Weifang Expressway: 46 kilometers within Zibo, two-way six-lane, planned investment of 11.7 billion yuan, passing through Zichuan District and Zhoucun District of Zibo City. Up to now, a total of 2.2 billion yuan has been invested, accounting for 19% of the total investment. It is expected to be completed by the end of 2022.

Linzi-Linyi Expressway: 123.5 kilometers in Zibo, six-lane two-way, estimated investment of 25.2 billion yuan, through Zibo High-tech Zone, Linzi District, Zhangdian District, Economic Development Zone, Zichuan District, Boshan District, Yiyuan County. Up to now, a total of 5 billion yuan has been invested, accounting for 20% of the total investment. It is expected to be completed by the end of 2023.

Gaoqing-Shanghe Expressway: 7.1 kilometers within Zibo, six-lane two-way, planned to invest 1.63 billion yuan, passing Gaoqing County, Zibo City. Currently, the land formalities are being handled actively. Construction is expected to start in May 2022.

Qingyun-Zhangqiu Expressway: 2.8 kilometers within Zibo (2.7 kilometers including Gaoqing Huiminjie Yellow River Bridge), with a planned investment of 600 million yuan, passing through Gaoqing County, Zibo City. At present, the Provincial Department of Transportation has issued industry review opinions. Construction is expected to start in early 2023.

Huantai connecting line of Jiwei double line: 15 kilometers in Zibo, with an estimated investment of 2.6 billion yuan, passing through Huantai County, Zibo City. At present, the work of research and preparation of work feasibility report is being carried out. Construction is expected to start in 2023. Two expansion projects: the current Binzhou-Zibo Binzhou-Zibo West Hub section of Bin-Lai Expressway, which is planned to be rebuilt and expanded in accordance with the two-way eight-lane expressway standard, with a total mileage of 41.7 kilometers and an estimated investment of 5.84 billion yuan.
