Ma proposed six areas for the China-Africa partnership and said they must be aligned with the AU Agenda 2063. Mozambique and China need to deepen cooperation on issues of common concern on the international stage and increase trade between Mozambique and China. Under the preferential trade policy, Mozambique hopes that China will further open the Chinese market to African products, provide multi-channel funds for production capacity cooperation projects, help Mozambique to speed up the process of agricultural modernization and industrialization, and provide more professional and technical training for small and medium-sized enterprises.
In addition, the foreign minister expressed his gratitude and respect for the announcement by Chinese President Xi Jinping in his speech at the opening ceremony of the 8th Ministerial Conference of the Forum on China-Africa Cooperation on November 29 that "an additional 1 billion doses of COVID-19 vaccine will be provided to the African continent". During Dakar, Ma held a working meeting with Senegalese Foreign Minister Essata Tarsal, Chinese State Councilor and Foreign Minister Wang Yi, and discussed bilateral issues.
