On the afternoon of February 8, 2022, the Hunan Provincial Government and the Ningxia Hui Autonomous Region Government held a symposium in Changsha to discuss and accelerate the construction of "One Line, One Park and One Base". Mao Weiming, Deputy Secretary of the Hunan Provincial Party Committee and Governor, and Zhao Yongqing, Member of the Standing Committee of the Ningxia Autonomous Region Party Committee, Executive Vice Chairman of the Government, and Vice Chairman of the Chinese People's Political Consultative Conference attended the symposium and delivered speeches.

During the discussion, Mao Weiming said that solving the power shortage, realizing the balance of power supply and demand, and providing a stable energy guarantee for the construction of a modernized new Hunan are major problems that Hunan Province has been trying to solve for many years. Since the two provinces and autonomous regions signed a memorandum of energy cooperation in Ningxia in May 2021 to jointly build "one line, one park and one base", the two sides have continued to strengthen communication and connection, and continue to deepen pragmatic cooperation in the energy field.

At present, the "Ningxia Electric Power into Hunan" project has been included in the national "14th Five-Year" electric power development plan; Xiangning New Energy Equipment Manufacturing Industrial Park has attracted 7 companies including Huazi Technology, Sany, and Harbin Electric Wind Energy to enter the park, and 25 companies Cooperation and docking was held; Ningxia Hongsibao New Energy Base was selected as the National Electric Power Multi-Energy Complementary Demonstration Base, and Hunan enterprises such as Hunan Investment Holdings, Wuling Electric Power, and CRRC signed a 5.5 million kilowatt new energy target development agreement with Hongsibao District. In addition to 4 million kilowatts of coal-fired power at the sending end of the UHV project, 13 million kilowatts of new energy is mainly built, including 6 million kilowatts of Zhongwei Desert photovoltaic, 3 million kilowatts of Hongsibao Gobi photovoltaic and 4 million kilowatts of wind power such as Zhongwei Haiyuan.

Zhao Yongqing thanked Hunan for its care and support for Ningxia's economic and social development. He said that the "Ningxia Electricity to Hunan" project is an important project of the country's "West-East Power Transmission", and it is also an important measure for the two provinces to achieve high-quality development. It is hoped that the two provinces and regions will follow the determined time node, promote the project construction to take a faster pace, carry out in-depth cooperation in the development of the new energy industry, create a new mode of cooperation between the central and western provinces and regions, and practice the Western Development in the New Era and the Yangtze River Economic Belt with practical actions. Development strategy, jointly help Ningxia Yellow River Basin ecological protection and high-quality development pilot area construction, help Hunan fully implement the "three highs and four new" strategic positioning and mission tasks, and jointly create a new model for the coordinated development of the central and western regions in the new era.

It is understood that on July 8, 2021, the Hongsibao District, Wuzhong City, Ningxia held the signing ceremony of the 2021 "Ningxia Electricity into Hunan" project of the Hongsibao District New Energy Equipment Manufacturing Demonstration Base and the Photovoltaic Industry Demonstration Park project to promote the cooperation between Ningxia and Hunan. , and seek common development.

The project is a key strategic layout for CRRC Zhuzhou to build a clean energy industry base of 10 billion yuan in Ningxia. The project will be constructed in two phases. The first phase of construction will start in July 2021 and will be completed and put into production on November 30, 2021. After the project is put into production, it will achieve an annual output of 10GW of photovoltaic inverters, wind power converters, SVG and other equipment, with an annual output value of 1.5 billion yuan, tax revenue of 40 million yuan, and employment of 200 local laborers.
