On March 5, 2022, Li Shisong, Member of the Standing Committee of the Yunnan Provincial Party Committee and Secretary of the Municipal Party Committee, led a team to Beijing to attract investment and attended the signing ceremony of the JAQ Qujing Phase III new high-efficiency photovoltaic cell and green new energy base project. Li Shisong and Jin Baofang, chairman of JA Solar Technology Co., Ltd., had in-depth exchanges on seizing the development opportunities of the silicon photovoltaic industry, deepening the pragmatic cooperation between the two sides, and promoting the implementation of the project.

At the same time, the two parties signed an investment framework agreement for the third phase of JA Solar’s new high-efficiency photovoltaic cells and green new energy base projects. JA Solar plans to invest 10 billion yuan to start the construction of high-efficiency solar cells with a total scale of no less than 10GW and a module manufacturing base of 5GW in phases starting in 2022.

Qujing, as an important area for the regional development pattern and industrial strategic layout of Yunnan Province, with the full implementation of the "dual carbon" strategy, the development and utilization of green energy has entered a golden period of development and a policy window period. The "Photovoltaic Capital of the World" has ushered in a major opportunity. The signing of the cooperation agreement for the third phase of the JA Qujing project is a new fruit for both parties to seize development opportunities, deepen pragmatic cooperation, and promote win-win development. Qujing City will further enhance service awareness, enhance service efficiency, implement the "three systems" for service enterprises, strengthen the guarantee of elements, create a good environment, and promote the early start, early production, and early results of the project.
