In order to improve the layout of the expressway network in Yunnan Province, accelerate the integration of the Belt and Road and the Yangtze River Economic Belt, and promote the economic and social development of the border areas, the Yunnan Provincial Development and Reform Commission recently issued a reply, agreeing in principle with the "Changning-Lianziqiao Expressway Project Feasibility Study". Basic information of the line

The main line of the project is 73.954 kilometers long. It starts from the vicinity of Jiujia Redwood Village on the south side of Changning County, and ends at the Jianyongping-Changning Expressway. The Changning Hub is set up to connect with the G5615 Changning-Baoshan Expressway, passing Wengdu, Jifei, Kas, and Wandian stop at Lianzi Bridge in Yongde County, connecting Yongde (Lianzi Bridge) to Gengma (Mengjian) high-speed Lianzi Bridge hub. The main line is constructed according to the standard of two-way four-lane expressway, with a design speed of 100 km/h and a roadbed width of 26 meters. The main control points are: Changning County, Wengdu Township, Jifei Town, Kas Town, Wandian Township, Lianziqiao.

Simultaneous construction of 3 interconnecting connecting lines, constructed according to the standard of secondary roads, with a total length of 10.038 kilometers. Among them, the Wengdu interconnection line is 5.714 kilometers, the Jifei interconnection line is 3.390 kilometers, and the Yongdian interconnection line is 0.934 kilometers. A total of 56 bridges and 7 tunnels are set up.

Estimated total investment of the project

The estimated total investment of the project is 15,244,202,987 yuan. Among them: 1,431,000,000 yuan of provincial-level support funds, 1,617,840,600 yuan of local government funds, a total of 3,048,840,600 yuan as the project capital, accounting for 20% of the estimated total investment; the remaining 80% of the construction funds are solved by raising funds from financial institutions. .

In order to effectively prevent the risk of local government debt, please coordinate the financing of project capital in accordance with relevant policies and regulations. It is strictly forbidden to use debt funds as project capital, and it is strictly forbidden to violate regulations to increase government debt. If the project construction funds are not implemented, construction is strictly prohibited.

The land use plan (including the connection line) shall be implemented in accordance with the requirements of the Yunnan Provincial Department of Natural Resources "Construction Project Land Preliminary Examination and Site Selection Opinion" (Yongzi No. 530000202100096), and the scale of newly added land for the project shall be strictly controlled.

Combined with the regional road network, urban and rural planning, as well as construction conditions such as topography, natural landscape, geology and hydrology along the line, strengthen the overall design, further optimize the route plan, minimize the occupation of cultivated land, avoid bad geology, reasonably control investment, and do a good job with related roads The connection and engineering interface division.

Strengthen the engineering hydrogeological investigation focusing on bridges and tunnels, strengthen the seismic design of bridges and tunnels and other structures, fully evaluate the geological disasters that may be caused by the project construction, and propose specific preventive measures to ensure the safety of construction and operation.

The design of the project scheme should be closely integrated and meet the special evaluation conclusions and approval opinions of environmental protection, soil and water conservation, etc., formulate a feasible ecological environmental protection and restoration plan, strengthen the ecological management and management of the slope, and avoid high filling and deep excavation. , and reasonably set up spoil (spoil) sites to avoid the impact on the surrounding environment and the occurrence of other secondary disasters.

Please work with relevant departments to urge the project unit to implement the work of protecting the environment and ecology, saving and intensive land use, energy saving and emission reduction in accordance with the requirements of building an environment-friendly and resource-saving highway, and achieve high-quality development in high-level protection. During the construction of the project, management should be strengthened to avoid damage to the ecology along the line, and the construction of the ecological restoration project should be completed simultaneously; after the completion of the project, the follow-up management of greening and ecological restoration areas should be strengthened.

It is necessary to implement the corresponding policies and measures for land acquisition and demolition, reasonably grasp the construction period, and ensure the quality of the project.

Project units are requested to strictly abide by the relevant national bidding regulations, and conduct public bidding for engineering survey, design, construction engineering, supervision, and important materials.
