On March 20, 2022, the second phase and east extension project of S28 Lingtai-Huating Expressway officially started construction. It is understood that the S28 Linghua Expressway is one of the 18 contact lines included in the "Gansu Provincial Road Network Planning (2013-2030)". The project starts at Shuiquan Village, Zhongtai Town, Lingtai County, and ends at Huating Industrial Park Shibaozi is connected to the Pengda section of the G85 Yinkun Expressway. The main line is 87.7 kilometers long and will be implemented in two phases.

The starting point of the first phase of the project is located in Yaojiagou Village, Shizi Town, Lingtai County, and the end point is connected to the G85 Pengda Expressway. The starting point of the second phase of the project is Shuiquan Village, Zhongtai Town, Lingtai County, and the end point is Yaojiagou Village, Shizi Town. The route is 16.5 kilometers long and the estimated investment is 2.673 billion yuan. There are 15 bridges on the main line, including 1 extra-large bridge, 12 bridges, 2 middle bridges and 2 tunnels.

The east extension line of S28 Linghua Expressway (Changwu to Lingtai) project starts at Changling Village, Hongjia Town, Changwu County, Shaanxi Province, and ends at Yangcungou, Xitun Town. It is connected to the second phase of S28 Linghua Expressway by a hub interchange , the estimated total investment is 4.545 billion yuan, and the total length of the route is 25.5 kilometers. It is a major project to completely open up the expressway of the eastward exit of Lingtai County, solve the problem of broken ends of the S28 Linghua expressway, and realize the inter-provincial high-speed interconnection between Gansu and Shaanxi.

Wang Xu, deputy secretary of Pingliang Municipal Party Committee and mayor, pointed out that since the 13th Five-Year Plan, Pingliang City has successively implemented a number of high-speed (first-class) highway projects such as Pingtian, Pengda, Jingzhuang, and Jinghua, and newly added Huating and Zhuang in the territory. Two counties (cities) in Langang have access to expressways, and five counties (cities, districts) in the city have access to expressways. The proportion of expressways connected to counties has increased from 42.9% before the 13th Five-Year Plan to 71.4%, and the road traffic conditions in Pingliang City have improved significantly. With the completion of the first phase of the S28 Linghua Expressway in 2023, the goal of the county-to-county expressway will be fully realized. The second phase of Linghua Expressway and the east extension project are inter-provincial links connecting S28 Linghua and G70 Fuyin expressways, and also another fast channel for interconnection between Gansu and Shaanxi provinces. After completion, they will be greatly optimized and improved.
