On March 18, 2022, the second batch of centralized groundbreaking ceremonies for Hainan Free Trade Port construction projects were held in Haikou. Among them, the Haikou Wuyuanhe Innovation Industry Center, a key investment attraction project in Hainan Province, officially started. It is reported that this innovative industrial project is jointly built by Hainan Luqiao Group and Zhejiang Kunpu Group.

According to reports, the ICC project is located in the core area of the west coast of Haikou. The planned area of the project is nearly 1,000 mu, with a total construction area of about 700,000 square meters and a total investment of more than 7 billion yuan. As a key investment attraction project in Hainan Province, ICC carries three core industries including corporate headquarters and regional headquarters, innovative financial agglomeration area, R&D and design demonstration area, and adopts the internationally popular OFFICE PARK (low-density, garden-style office) product form. The design concept of production, life and ecology is integrated to create an international industrial park of "Innovation-driven Industrial Ecological Park Version 4.0".

It is reported that the park will build an operation system combining public service operation, market-oriented operation and professional operation around the industrial development chain, space service chain, and smart park network, so as to enhance the park’s attractiveness and lasting vitality.

At present, the presented ICC Investment Promotion Exhibition Center is positioned as one base, four centers, and one window, namely the 4.0 Innovation Industrial Park Practice Base, the Free Trade Port Policy Publicity Center, the Investment Promotion Roadshow Exhibition Collection Center, the Hainan Free Trade Port Enterprise Service Center, Industry Association Chamber of Commerce Entrepreneur Exchange Center, University Think Tank Research Institution Industry-University-Research Window.
