In 2021, Guangdong Province will complete a water conservancy investment of 72.5 billion yuan, ranking first in the country. In terms of the construction of Wanli Bidao, more than 1,800 kilometers of Bidao will be built in 2022, and a total of more than 5,000 kilometers of Wanli Bidao will be built.

In order to promote the implementation of the "851" blueprint, Guangdong Province has planned major water conservancy projects with a total investment of more than 800 billion yuan, of which more than 400 billion yuan will be invested in water conservancy during the "14th Five-Year Plan" period, and more than 80 billion yuan will be invested in 2022.

Build a "five vertical and five horizontal" water resources allocation network

Wang Lixin introduced that in order to solve the problem of mismatching and unbalanced water resources distribution and economic and social development in Guangdong Province, Guangdong Province will speed up the pace of water network construction. In the Greater Bay Area, the Dongshen water supply project has been in operation for more than 50 years, with a cumulative water supply of more than 53 billion cubic meters, accounting for 70% to 80% of the total water consumption in Hong Kong, more than 50% in Shenzhen, and 8 towns along the Dongguan line. more than 80%. The Pearl River Delta water resources allocation project under construction mainly supplies water to Guangzhou, Shenzhen and Dongguan, and provides emergency backup water for Hong Kong, Panyu, Shunde and other regions, benefiting a population of 11.4 million. In addition, the Zhuhai-Zhongshan River Water Supply Integration Project will solve the problem of water safety for the 16 million people in Zhuhai, Zhongshan, Jiangmen and Macau due to the rising salt tide.

In western Guangdong, the Guangdong water resources allocation project around Beibu Gulf is planned to fundamentally solve the problem of water shortage in the four cities of Zhanjiang, Maoming, Yangjiang and Yunfu, especially the Leizhou Peninsula, benefiting a population of 11 million. In eastern Guangdong, the planning and construction of the East Guangdong Water Resources Optimization Project will meet the water needs of urban and rural residents in Shantou, Jieyang, Chaozhou, Meizhou and Shanwei, benefiting 13.5 million people.

These major water resource allocation projects and a number of regional water resource allocation projects will cover 16 prefecture-level and above listed cities in the province, benefiting more than 76 million people, with a total investment of about 280 billion yuan. Guarantee the safety of water supply in Hong Kong and Macau

Chen Renzuo, deputy director of the Provincial Department of Water Resources, said that Guangdong Province has strengthened water supply cooperation with Hong Kong and Macau, and has taken effective measures to ensure the safety of water supply in the "Double Zone" and the two cooperation zones of Hengqin and Qianhai, especially to improve water supply security. ability. Provincial leaders have conducted many on-the-spot investigations and held several special meetings to study measures to combat drought and ensure water supply. For specific guidance, the Pearl River Water Conservancy Commission actively implemented the deployment of the Ministry of Water Resources to divert water from the upper reaches of the Xijiang River in Guizhou, Yunnan, Guangxi and other regions for thousands of miles. The Provincial Department of Water Resources conscientiously implements the water supply agreement between Guangdong, Hong Kong and Guangdong and Macao, and works with relevant departments and cities to precisely schedule, strengthen water storage, water conservation, and comprehensive measures until the Xinfengjiang Reservoir is used below 93 meters. Over the past 60 years, Guangdong Province has supplied about 30 billion cubic meters of water to Hong Kong and Macau, of which about 27.5 billion cubic meters of water has been supplied to Hong Kong, meeting about 80% of Hong Kong's water supply needs, and about 2.5 billion cubic meters of water to Macau, meeting 98% of Macau's water supply needs. above water requirements.

Strengthening flood control safety nets in river basins

Shen Hongxing, director of the Planning Department of the Provincial Department of Water Resources, said that the current flood control standards for dykes in the nine major urban areas of the Pearl River Delta are once every 50 to 200 years, which is still far behind the other three major bay areas in the world that occur once every 100 to 500 years. Some river embankments and seawalls need to be strengthened and upgraded to meet standards, and tens of thousands of kilometers of small and medium-sized rivers need comprehensive treatment. There are 1,686 dangerous reservoirs and 153 large and medium-sized dangerous sluices that need to be reinforced.

Guangdong Province is promoting the main rivers and main stream treatment projects. Among them, the main task of the Xijiang mainstream treatment project is to strengthen the 65.2-kilometer embankment up to the standard, rebuild or strengthen 67 culverts and gates through the embankment, and the estimated investment of the project is 2.47 billion yuan. The main task of the Dawan District Embankment Consolidation and Improvement Project is to strengthen and upgrade the 1,213-kilometer embankment, and combine the construction of Wanli Bidao with the comprehensive management of coastal ecological environment, landscape greening, municipal transportation, tourism, leisure and other functions. The planned investment is about 30 billion yuan. The main task of the Dongjiang mainstream treatment project is to strengthen the 210-kilometer embankment and 74 culverts and gates crossing the embankment, and comprehensively improve the flood control capacity of Heyuan, Huizhou and Dongguan. The planned investment is about 11.8 billion yuan. The main task of the Hanjiang mainstream treatment project is to comprehensively renovate 114 kilometers of embankments and 56 culverts and gates crossing the embankment, with a planned investment of about 3.8 billion yuan. The main task of the Jianjiang Main Stream Treatment Project is to reinforce and renovate the 110-kilometer embankment and the buildings that pass through the embankment, with a planned investment of about 1 billion yuan.
