The People's Governments of Guangxi Zhuang Autonomous Region, Guangdong Province, and Hainan Province, and the National Development and Reform Commission:

The National Development and Reform Commission's "Request for Instructions on Submitting the "14th Five-Year Plan for the Construction of the Beibu Gulf Urban Agglomeration" (Draft for Review) (Fa Gai Planning [2021] No. 1846) has been received. The approval is as follows:

1. Agree in principle with the "14th Five-Year Plan" for the Construction of Beibu Gulf Urban Agglomeration. Please organize and implement it carefully.

2. The construction of the Beibu Gulf urban agglomeration should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the previous 19th Plenary Sessions, fully, accurately and fully implement the new development concept, and accelerate the construction of a new development pattern , comprehensively deepen reform and opening up, adhere to innovation-driven development, and promote high-quality development, relying on the new land-sea corridor in the west, in-depth integration of major regional strategies such as the development of the Yangtze River Economic Belt and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and synergistically promote the construction of Hainan Free Trade Port. Jointly build the Belt and Road, actively expand all-round open cooperation, vigorously develop the seaward economy, accelerate the construction of blue bay urban agglomerations, forge new paths in promoting the high-quality development of urban agglomerations, and show new achievements in serving and integrating into the new development pattern , to take new steps in promoting green development, and to demonstrate new responsibilities in maintaining the tranquility of borders, seas and borders.

3. The people's governments of Guangxi Zhuang Autonomous Region, Guangdong Province, and Hainan Province should implement their main responsibilities, strengthen organizational leadership, improve coordination mechanisms, refine tasks and measures, and form work synergies to ensure the "14th Five-Year Plan for the Construction of Beibu Gulf Urban Agglomeration". All goals and tasks have been implemented. Important policies, major projects and key projects involved in the implementation shall be submitted for approval according to procedures.

4. The relevant departments of the State Council shall, in accordance with the division of responsibilities, study and formulate specific policies and measures to support the construction of the Beibu Gulf urban agglomeration, and give active support in the reform of the system and mechanism, the construction of major projects, and pilot demonstrations. Relying on the inter-ministerial joint meeting system for urbanization work and urban-rural integrated development work, the National Development and Reform Commission should do a good job of coordination and guidance, organize and carry out implementation evaluations in a timely manner, and report major issues to the State Council in a timely manner.
