According to reports, Highway No. 51 is located in the south-central part of Cambodia, with a total length of 37.95 kilometers. It connects Cambodia Road No. 4 and No. 5 and is one of the important secondary roads in Cambodia. The project officially started on June 28, 2017, with a construction period of 36 months. The preliminary acceptance was completed on August 12, 2019 and entered the defect liability period, which was completed 10 months ahead of the contract construction period and completed on August 12, 2020. The final acceptance was successfully handed over to the Cambodian government.

At the opening ceremony, Hun Sen thanked China for its assistance in the reconstruction and development of Cambodia's transportation infrastructure, and made important contributions to Cambodia's economic and social development and improvement of people's livelihood. He said that the completion of Road 51 has effectively relieved the traffic pressure on Phnom Penh, the capital of Cambodia and its west side, and promoted the economic development of towns along the route, which is another important achievement of Cambodia-China friendly cooperation.
