Promote the high-quality economic development of Daya Bay, promote mutual prosperity, and put transportation first. On April 11, the "14th Five-Year" development plan of Daya Bay comprehensive transportation was released. The plan shows that the total investment of the Daya Bay transportation plan is about 60 billion yuan, and the "14th Five-Year Plan" plan will invest about 32.2 billion yuan. The development planning and construction are divided into 6 major areas, covering port channels, tracks, hub stations, logistics parks, highways and urban roads.
By 2025, a comprehensive transportation system with rapid connectivity, efficient driving, and intelligent green will be basically built, and the effect of "transportation drives the industry, and the city with industrial titles" will be further reflected.
The core indicators of transportation development will be realized in sequence. It will take 10 minutes to reach the urban expressway and 15 minutes to reach the expressway entrance and exit through the road. The new district can reach the central area of Huicheng and Pingshan in 60 minutes by road and 30 minutes by rail, and the new district can reach Shenzhen. Futian Luohu central area can be reached in 90 minutes by road and 45 minutes by intercity, and the average speed of the road network is not less than 30km/h.
The key projects are as follows:
1. Railway and rail transit
Accelerate the promotion of urban rail transit and expand diversified transportation services. According to the upper-level planning and layout, the 14th and 5th phase will implement the passenger transformation of Huida Railway or build a new north-south urban express rail. On the basis of the current Huida Railway, the second line will be built, and the Daya Bay Station will be renovated and expanded.
Actively assist in the planning and construction of the Shenzhen Airport to Daya Bay Intercity Huizhou Section and the extension of Shenzhen Metro Line 21 to Daya Bay.
2. Promote the integrated development of Hong Kong, industry and city
Efforts will be made to build Huizhou Port into an important hub for "internal circulation and external connectivity". Optimize functional positioning, adhere to the integrated development of port, industry and city, accelerate the layout of modern logistics clusters in the port area, and promote the transformation of Huizhou Port from an industrial port to a trade port and an industrial port.
Coordinate resources such as coastlines, waterways, and wharfs, revitalize and dispose of historical land in the port area, promptly introduce leading international shipping companies, open up more international shipping routes, and strengthen economic and trade cooperation with countries and regions along the Belt and Road.
Promote the construction of port infrastructure, promote the seamless connection of "sea, land, air and rail" multimodal transport, and create a new channel for the Greater Bay Area and even the whole country to go to the sea from the north to the south.
3. Road traffic
Improve the external road network
Taking the regional transportation trunk lines as the framework, actively promote the construction of external express channels and connecting channels, improve the external diplomatic access network of Daya Bay, realize the orderly transformation of road network traffic, and improve the accessibility and convenience of external traffic. Construct the "Feng" character traffic H5 backbone expressway (connecting section from the disc in the western district to Shugang Avenue). Cooperate with the planning to build a new branch line of Shenzhen Outer Ring Expressway (Shenzhen-Shantou Second Expressway Daya Bay to Pingshan). Accelerate the planning and construction of Longshan Road extending southward to Jinniu East Road. Speed up the planning and construction of Longhai Fifth Road.
Improved roads around schools and other public institutions
New roads around the HC project. This project consists of four sub-projects: Linhui Road (from the south of Shihua Avenue to the boundary of Shenzhen District), Guangming Road (from the north of Longsheng 5th Road to the boundary of Shenzhen District), Longhui Road (from the boundary of Shenzhen District to Longshan) Section 1) and Hongtong Road (section 5 from Longhui Road to Longsheng), the total designed road length is about 2631 meters.
Rapid upgrade project
Upgrading Longhai 3rd Road into an expressway facilitates the rapid passage of horizontal traffic and freight traffic.
Upgrade Longshan No. 1 Road and Shugang Avenue to expressways, add Zhongxing No. 2 Expressway, and strengthen the longitudinal skeleton road network.
Road quality improvement
Plan, study and implement the road quality improvement and reconstruction of Hui'ao Avenue, Longhai 2nd Road and Zhongxing North Road, regularize the alignment of relevant roads, and optimize the design of key nodes.
The quality improvement mainly includes: road widening, Longhai No. 2 Road and Zhongxing North Road adopt two-way eight-lane cross-section, reserved bus lane conditions, as well as traffic organization optimization, road repair measures, optimization of bus stops, improvement of slow-moving system, public transportation, etc. Node design, smart transportation services and greening quality improvement, etc.
Urban Road Continuation Project
Daya Bay Longhai 1st Road (Longshan 1st Road to Dayawan Road section) project, Longhai Road increases the construction of railway-related projects, about 390 meters long and 60 meters wide, including roads, bridges, drainage and so on. The project started in 2016;
Longshan 10th Road (south section). It is 1,421 meters long and 40 meters wide, covering an area of 56,840 square meters. The project started in 2016;
The connection project of Binhai Avenue across the Shell approach embankment. The connection project of Binhai Avenue across Shell approach embankment is located in the south-central part of Daya Bay Petrochemical Zone. It starts from Binhai Eighth Road in the west, crosses CSPC Wharf and Shell Pipe Corridor along the line to the east, passes through the I3 plot, and connects to the west bridge head of Baigang Third Bridge in the east, with a length of about 700m. There is one bridge on the whole line, about 560m long. The project has started in 2019;
Municipal works of the southern section of Binhai 3rd Road and the southern section of Binhai 4th Road in the petrochemical area. Binhai Third Road is 1550 meters long and 34 meters wide, Binhai Fourth Road is 1190 meters long and 30 meters wide, and Binhai Avenue is 157 meters long and 80 meters wide. The project has started in 2019;
Port area road optimization
Accelerate the construction of the viaduct on the North Ring Road, and achieve level crossing on the ground. The North Ring Road is currently about 150 meters away from the entrance and exit of the expressway. The north-south elevated condition is poor. It is planned to plan the North Ring Road as an expressway, and it is considered that vehicles in the west direction turn left on the expressway.
Plan to build a double-track channel viaduct, and achieve level crossing on the ground. The double-track passage should meet the connection between the port dredging traffic and the petrochemical area, and ensure the rapid passage of the north-south dredging port traffic. Editor / Xu Shengpeng
