The importance of transportation construction is self-evident, and the economy and transportation convenience are closely related. On May 6, the Shenzhen Municipal Transportation Bureau officially released the "Shenzhen Action Plan for Building a Strong Transportation City (2021-2025)". The "Action Plan" proposes that Shenzhen officially launched the implementation of the sea port boosting action, the airport quality improvement action, the railway expansion action, the road network connection action, the hub city integration action, the logistics efficiency action, the low-carbon transformation action, the safety protection action, and the governance improvement. There are 44 key tasks in 10 major actions including action and smart empowerment action, and by 2025, it will build a strong transportation city with "openness and accessibility, three-dimensional integration, low-carbon intelligence, and safety and mobility".

According to the goals set forth in the "Action Plan", by 2025, Shenzhen will achieve the airport's international and regional passenger throughput exceeding 10 million person-times, the city will build a three-level logistics hub system, and the city's express delivery business volume will reach 10 billion pieces. Finally, a high-speed rail channel with east-west connection and interconnection” will be built, and a civil unmanned aviation pilot area will be built.

Build a core hub seaport in the global bay area

The construction of sea and air ports is an important part of Shenzhen's efforts to build a strong transportation city. In terms of seaport boosting, the Action Plan proposes to accelerate the construction of a core hub seaport in the global bay area that leads the Asia-Pacific region, radiates the world, is green, low-carbon, smart and efficient. By 2025, the port container throughput will reach 33 million TEUs, the LNG receiving scale will reach 16 million tons, and the cruise passenger throughput will reach 600,000. The focus includes six tasks, including promoting the planning and construction of container hub ports, accelerating the construction of an international LNG hub port, orderly advancing the construction of an international cruise hub port, improving the collection and distribution system, and promoting the development of modern shipping services.

In terms of airport quality improvement, Shenzhen will build a “safe, green, intelligent, and humanistic” four-type airport that is a pioneer in China. By 2025, the annual passenger throughput of the airport will exceed 70 million, including international and regional passenger throughput. More than 10 million passengers, the annual cargo and mail throughput reached 2.1 million tons, and the airport's international routes exceeded 100. It includes four tasks: promoting the upgrading of airport facilities and service capabilities, optimizing and improving the efficiency of air resource allocation, building a civil unmanned aviation pilot area, and improving the level of aviation logistics and airport collection and distribution.

Fully launch the hub city integration action

The construction of an integrated rail and road network with connectivity in the Bay Area, traffic first, and integrated rail and road network is an important cornerstone for Shenzhen to establish the core engine of the Bay Area. In terms of railway expansion, Shenzhen will speed up the construction of a high-speed rail channel that “finishes from north to south, connects from east to west, and interconnects”, accelerates the construction of the Greater Bay Area on the track, improves the multi-hub system of Shenzhen railway, and supports Shenzhen’s integration into the domestic economic cycle. It includes three tasks: accelerating the planning and construction of high-speed rail passages, promoting the construction of intercity railways, and promoting the planning and construction of railway hubs and stations. At the same time, Shenzhen will launch a hub-to-city integration action, and accelerate the innovation research on the planning, construction, operation and management modes of rail transit at all levels.

In terms of road network connectivity, Shenzhen will accelerate the construction of a road network with “clear functions, reasonable structure and multi-directional connectivity”, focus on promoting the interconnection of transportation infrastructure within the scope of Shenzhen, Dongguan and Huizhou, and accelerate the construction of major arterial road projects in Shenzhen.

The added value of logistics industry accounts for 10% of GDP

In terms of logistics efficiency, Shenzhen will accelerate the construction of a three-level logistics hub system of "external logistics hub + urban logistics transfer center + community logistics distribution station", and strive to build a global logistics hub city. By 2025, the added value of the logistics industry will account for 10% of GDP, and the express delivery business volume will reach 10 billion pieces.

In order to realize the low-carbon transformation of transportation development, Shenzhen has proposed a goal of achieving 81% of the green transportation travel sharing rate by 2025. It will promote the integration of "rail-bus-slow travel" facilities, information integration, and service integration, so as to provide citizens with more choices. Diversified and more attractive green and low-carbon travel services will promote the seamless connection between the urban bus slow-moving network and public service facilities.
