On May 31, 2022, Shandong issued the "14th Five-Year Plan for Electric Power Development in Shandong Province" (hereinafter referred to as the "Plan").

Vigorously implement the strategy of "foreign power into Shandong"

Create a pattern of "five exchanges and four direct" power reception. Speed up the construction of the Longdong-Shandong UHVDC transmission channel, and promote the incorporation of the fifth DC transmission channel into the national power plan in due course. By 2025, more than 150 billion kWh of electricity will be received from outside the province.

Strengthen the supporting power support of "foreign power into Shandong". It is planned to build a tens of millions of kilowatts of "wind-solar-fire-storage" integrated power base for the Lugu DC transmission channel, accelerate the construction of the supporting power supply for the Zhaoyi DC transmission channel, and optimize the supporting power supply structure for the Yindong DC transmission channel. By 2025, the utilization hours of existing DC transmission channels will be increased to more than 4,500 hours.

Vigorously promote the construction of system adjustment capacity

Actively promote the large-scale development of new energy storage. Market-oriented, scientifically and rationally select economically and technically feasible routes, and give priority to the development of large-capacity, high-efficiency, long-term new energy storage facilities. Strengthen the demonstration application of compressed air energy storage, and focus on cultivating new energy storage bases in Tai'an and other regions. By 2025, the scale of new energy storage facilities will reach 5 million kilowatts.

Accelerate the layout and construction of pumped-storage power stations. Wendeng and Yimeng pumped-storage power stations were completed and put into operation, and the construction of Weifang and Tai'an Phase II pumped-storage power stations was accelerated. Start the construction of key projects such as Zaozhuang Zhuangli and Laiwu Shipyard. By 2025, the installed capacity of pumped storage power stations will reach 4 million kilowatts, and the scale under construction will reach 8 million kilowatts.

Deeply tap the potential of demand-side response. Encourage industrial enterprises to participate in the electric auxiliary service market, actively guide high-capacity users who are sensitive to electricity prices to improve their processes and production processes, and provide auxiliary services such as interruptible loads and controllable loads. Improve the demand response incentive mechanism and establish a sound demand response trading platform. By 2025, the demand-side response capacity will reach more than 6 million kilowatts.

Continue to build a strong and efficient grid structure

Efforts will be made to build the UHV backbone grid in the province. Accelerate the construction of the main transformer expansion project of Caozhou 1000 kV UHV substation. Start the construction of the 1000 kV supporting transmission project of Yanwei Clean Power Base. By 2025, strive to form a UHV AC backbone grid in the province.

Accelerate the improvement of the mutual economic capacity of the transmission grid. Scientifically deploy 500 kV substations and improve the provincial main grid structure. Continue to optimize the 220kV city main grid to meet the load power supply needs of various regions. During the "14th Five-Year Plan" period, 68 500 kV power grid projects are planned to be constructed, with a new substation capacity of about 59 million kVA and a line of about 5,200 kilometers; 401 220 kV power grid projects are planned to be constructed, with a new substation capacity of 64 million kilowatts, 11,000 kilometers of lines.

Deeply promote the construction of modern urban and rural distribution network. Closely track the increasing demand for electricity load in key areas such as central urban areas, new towns, and industrial parks, and increase variable (distribution) power capacity in a timely manner. Implement the rural power grid consolidation and upgrading project, accelerate the construction of distributed power grid connection projects, and meet the county's needs for clean energy development such as distributed photovoltaics. During the "14th Five-Year Plan" period, 1,227 110 kV power grid projects are planned to be constructed, with a new substation capacity of about 82 million kVA and 13,000 kilometers of lines.
