On June 6, 2022, the General Office of the Hunan Provincial People's Government issued a notice on the issuance of the "Hunan Province Strengthening the "Three Forces" Support Plan (2022-2025)". Significant progress has been made in system construction, with three substantial improvements. The energy security capability has been greatly improved. The stable power supply capacity has reached 60 million kilowatts, the installed capacity of wind power and photovoltaics has exceeded 25 million kilowatts, and the proportion of clean energy has continued to increase.

Build a power support system with new energy as the main body

(1) Improve the stable power supply capacity. Accelerate the construction of guaranteed power sources in the province, increase the introduction of high-quality power sources outside the province, improve the emergency backup capacity of the power system, and ensure the safe and stable supply of power. Consolidate the foundation of guaranteed power supply. Maintain a reasonable margin for coal power installed capacity, give full play to the advantages of thermal power with strong regulation and high reliability, speed up the progress of coal power and gas power plants under construction, and actively deploy and strive for a number of guaranteed power supply projects. Expand the scale of external power support. Accelerate the promotion of cross-regional power transmission projects such as "Ningxia Power into Hunan", actively promote the preliminary work of the third UHVDC project into Hunan, strive for flexible power transmission from power plants outside the province, and actively strengthen the connection with China Southern Power Grid. Improve emergency backup capacity. Coordinate the promotion of urban emergency backup power supply and peak-shaving power supply. Strengthen the management of emergency backup power supply and improve the online monitoring of power equipment. Strengthen coal reserves and natural gas supply capacity building. Actively promote the construction of coal and iron-water combined transport reserve bases, speed up the construction of a number of coal reserve bases, and improve coal reserve and emergency dispatch capabilities. We will further promote the "Hunan Gasification Project", speed up the construction of the new Guangdong-Zhejiang-Guangxi branch line, build a gas pipeline network in the province in an orderly manner, and improve the gas storage capacity of the government and urban gas companies.

(2) Promote green and low-carbon transformation of electric power. Correctly handle the relationship between the growth of energy demand and the green and low-carbon transformation of the energy structure, and gradually realize clean energy substitution on the basis of ensuring the safe and reliable supply of electricity. Vigorously develop clean energy. Adhere to both centralized and distributed development, and promote the development of wind power and photovoltaic power generation. According to local conditions, build a batch of centralized photovoltaics such as forest-photovoltaic complementation, fishing-photovoltaic complementarity, and agricultural-photovoltaic complementarity, and support the development and utilization of distributed photovoltaics on the spot. Coordinate hydropower development and ecological protection, and encourage qualified hydropower stations to expand capacity and capacity. Develop agricultural and forestry biomass power generation and urban household waste incineration power generation according to local conditions. Steady progress in the development of hydrogen energy. Accelerate the construction of peak-shaving energy storage facilities. Accelerate the construction of pumped-storage power stations, study and explore the cascade integration of conventional hydropower stations, build hybrid pumped-storage power stations, and actively develop electrochemical energy storage. Guide the large-scale application of power-side energy storage, and actively support the development of user-side energy storage. Promote the transformation and upgrading of coal-fired power units. Comprehensively sort out the operation of coal-fired power units, and propose transformation plans by classification. Actively explore the integrated development and operation mode of coal power, renewable energy and energy storage.

(3) Promote the upgrading of the power transmission and distribution system. Improve the power transmission and distribution system, and accelerate the construction of a smart grid with UHV as the backbone and coordinated development of power grids at all levels. Continue to optimize the main network frame. Strengthen the west-to-east power transmission and the north-south mutual economic transmission channel to realize the full coverage of the 500 kV power grid in cities and prefectures, and the 220 kV power grid in the whole province, districts and counties. Comprehensively improve the operating efficiency and security level of the power system, and enhance the optimal allocation and consumption of clean energy. Transform and upgrade the distribution network. Promote the intelligent, digital and active transformation of the distribution network, and promote the upgrading of the province's distribution network. Improve the reliability and intelligence of the power grid in the central urban area, and continue to consolidate and improve the overall power supply quality and service level of the rural power grid. Promote the digital transformation of the power system. Relying on technologies such as "big wisdom and cloud", a digital information perception and transmission system covering all aspects of the power system is formed. Give full play to the role of the province's energy big data intelligence platform, and improve energy digital management.

(4) Improve the level of power operation and dispatch. Innovate the working mechanism of power operation and dispatch, and continuously improve the overall operation level of the power system. Create an efficient power dispatching system. Improve the work specifications of power dispatching agencies, clarify the boundaries of internal dispatching rights and responsibilities, improve the transparency of dispatching information, and ensure smooth dispatching. Accelerate the application of intelligent technology, improve the level of dispatch intelligence and automation, and explore the development of "integration of wind, light, water, fire, and storage" intelligent joint dispatch. Strengthen the supervision of power dispatching operation. Improve the on-site liaison mechanism for coal power projects. Improve the coal storage mechanism of coal storage and enterprise linkage, to ensure that the power plants are stable and full during peak summer and winter. Improve the coal price linkage mechanism to promote the sustainable development of thermal power enterprises. Promote the centralized management and intelligent operation and maintenance of small hydropower, and strengthen the forecast management of wind power and photovoltaic power generation. Improve the power early warning mechanism. Establish and improve the risk early warning mechanism for the balance of power supply and demand, and form a "three batches" cascaded power project pattern. Closely track power demand and meteorological changes, strengthen coordination with meteorological, water conservancy and other departments and big data analysis, and establish a 24-hour monitoring mechanism for the operation of various power loads in the province. Improve the construction of the demand response mechanism, and actively develop an intelligent and efficient electricity consumption model that can adjust the load and participate flexibly. Establish and improve the power demand-side response trading platform, and strengthen user-side guidance. (5) Improve the efficiency of power service guarantee. Follow the needs of economic and social development to allocate power resources, optimize power services, and efficiently ensure the power demand of the whole society. Improve the electrification level of end-use energy. Promote "electric energy substitution + comprehensive energy services" to continuously improve energy utilization efficiency and the electrification level in various fields such as industrial manufacturing, transportation, building energy, agricultural production, and living consumption. Improve the level of "Access to Electricity" service. Promote the installation of "three zeros" and "three provinces" services using telegrams. We will further promote the information sharing of government-enterprise cooperation in electricity handling, and further improve the convenience of electricity handling. Strengthen planned maintenance management to reduce the time and frequency of planned outages. Speed up the construction of charging (replacing) electricity infrastructure. Optimize the layout of urban and rural public charging (exchange) infrastructure, promote the effective coverage of expressway charging (exchange) networks, and speed up the installation of charging facilities in residential communities. Promote the interconnection and interoperability of charging operation enterprise platforms to improve the convenience of charging. Improve the support and guarantee capabilities for major strategies. Accelerate the construction of energy infrastructure in the Chang-Zhu-Tan metropolitan area, build a smart energy innovation zone, and form a first-class urban power distribution network. Help rural revitalization, actively develop distributed new energy in rural areas, speed up the elimination of shortcomings in rural power infrastructure, and comprehensively improve the level of rural electrification.
