The plan proposes that by the end of the "14th Five-Year Plan", a modern comprehensive transportation system that is safe, convenient, efficient and green will be basically built, and the status and service capacity of Hengyang's highway hub and railway hub will be further strengthened, so as to become a national comprehensive transportation hub.

Highway

By 2025, the expressway will be fully connected between counties, and the expressway network of “three verticals, three horizontals, one ring and one connection” will be fully built, and the urban expressway will be supported to be rerouted to build an urban high-speed ring; Comprehensive and high-level connectivity; the total mileage of expressways opened to traffic is over 870 kilometers, and more than 700 kilometers of second-level or higher highways have been newly added to national and provincial trunk lines.

Water transport

By 2025, the 1,000-ton main channel of the Xiangjiang River will be fully connected, a modern port cluster will be built, and a standardized, professional, and large-scale inland ship capacity system will be formed. The safety performance and environmental protection level of ships will be significantly improved. Sightseeing tourism is booming.

The construction of the Xiangjiang River Channel near Weizhou Ship Lock has been completed, and the main channel of the Xiangjiang River has reached a thousand-ton level in an all-round way; more than 10 thousand-ton berths have been added, and the total number of thousand-ton berths in Hengyang has reached more than 17; the new container ship transportation capacity has been opened. "Hengchangyue Water Bus" and part of the Yangtze River port routes.

Railway

By 2025, the re-route project of the Hengyang urban section of the Hunan-Guangxi Railway, the second phase of the Vasong branch railway and the port-dredging railway project in the Wenjiaping operation area will be fully completed, and the An-Zhang-Heng railway, Nan-Heng high-speed railway, Chang-Heng-Heng intercity and Ji-Heng high-speed railway will be basically completed. Preliminary work to improve the efficiency of east-west corridor transportation services. Promote the transformation of the Hengyang railway hub, build two railway logistics centers, one south and one north, and focus on the development of railway freight.

Construction and completion of the line change project of the urban section of the Hunan-Guangxi Railway, the second phase of the Wasong branch railway and the Shugang railway project in the Wenjiaping operation area; basically completed the preliminary research work of the An-Zhang-Heng railway, Nan-Heng high-speed railway, Chang-Heng-Heng inter-city railway and Ji-Heng high-speed railway.

Aviation

According to the "Overall Plan for Nanyue Civil Airport in Hengyang, Hunan (2021 Edition)", by 2025, the passenger throughput of Nanyue Airport will reach 2.5 million, the cargo and mail throughput will reach 4,000 tons, and the total number of destinations will reach about 40. Basically achieve more than one class a day.

During the "14th Five-Year Plan" period, accelerate the development and expansion of Hengyang General Aviation Airport, plan to build 4 A2-level general airports in Hengyang County, Hengshan County, Leiyang City and Changning City, and start the second phase project of Dapu General Airport in a timely manner to build provincial aviation deputy center.

Completion of Nanyue Airport station apron reconstruction and expansion project, with the construction of general aviation facilities and air ports at Nanyue Airport; construction of 4 A2-level general-purpose airports in Hengshan Kaiyun, Hengyang County Jinhuashan, Changning Lanjiang and Leiyang Fair.

Key tasks of railway and rail transit:

1. High-speed rail: (1) Ji-Heng high-speed rail: the total length is about 250 kilometers. The preliminary plan is to go through Hengyang East Station and Jinggangshan Station to Ji'an Station, with a speed of ≥250 km/h. (2) Nan Heng High-speed Railway: The Nan Heng high-speed railway is 665 kilometers long. It is a high-speed railway connecting Nanning and Hengyang, Guangxi, with a design speed of 350 kilometers per hour.

2. Ordinary railway: (1) The re-route project of the Hengyang urban section of the Hunan-Guangxi Railway: the total length of the re-route project of the urban section of the Hunan-Guangxi Railway is 22.46 kilometers, the new extra-large bridge is 6596.9 meters long, and the main line is laid 22.46 kilometers. Bridge and roadbed projects, the total construction period of the whole line 36 months. (2) An Zhang Heng Railway: The An Zhang Heng Railway is 910 kilometers long (the main line is about 869 kilometers long), starting from Ankang City, Shaanxi Province in the north, and ending in Hengyang City, Hunan Province in the south, with a design speed of ≥ 250 km/h, which is National Railway I Class two-track electrified express railway.

3. Intercity Railway: (1) Chang Heng Intercity Railway: The total length is about 177 kilometers. It is initially planned to pass through Changsha West Station and Xiangtan East Station to Hengyang East Station, with a speed of ≥300 km/h.

Highway planning research projects:

1. Yuelin Expressway Reroute Project: Yuelin Expressway will be rerouted from the south of the Banshi hub, passing through Zhangshu Township in Hengyang County and the west side of Santang Town in Hengnan County, and connecting to the original expressway main line outside Chejiang Town. About 20 kilometers long.

2. Quannan Expressway Redirection Project: Quannan Expressway will be rerouted from the east of Sulfur City Interchange, set up interconnection via Nanyue Airport in Chejiang Town, then cross Xiangjiang River and Leishui to the east, and then connect to Beijing-Zhuhai Expressway in Guanshi Town, Hengnan County. About 40 kilometers long.

3. Baiguo to Qulan Expressway: The project starts from the north of Baiguo Interchange on Xuguang Expressway, passes through Baiguo Town to the west through Heyetang Town in Shuangfeng County to the vicinity of the former residence of Zeng Guofan, and then turns to the southwest through Xijiang and Jinxi in Hengyang County, etc. The township ends at the Louheng Expressway near Hongshi Interchange, and it is planned to be constructed according to the standard of two-way four-lane expressway, with a distance of about 50km in Hengyang.

4. Changning-Xintian Expressway: Start from the west side of Changning City, connect with S71 Huachang Expressway, go south through Lanjiang, Yangquan, Tashan, Menlou, Jinling to the east side of Xintian County, connect with S92 Guixin Expressway, Hengyang The territory is about 60km.

5. Qidong to Shaoyang Expressway: The project starts from the vicinity of Baidi Town on Hengyong Expressway, passes through Baidi Town to the west through Shitingzi Town and Taihetang Town, and connects to Erguang Expressway near Tangdukou Town, Shaoyang County, within Hengyang About 50km.
