The construction period is 36 months from the start of the project to the date of handover, and the final approval of the project report shall prevail. The operation period starts from the day after the project handover date and ends on the project handover date. The toll period shall be subject to the approval of the Hunan Provincial People's Government, and the longest shall not exceed the toll period stipulated in the Regulations on the Administration of Toll Roads.
