The China Urban Rail Transit Association announced on July 1 that as of June 30, 2022, a total of 51 cities in mainland China had put 9,573.65 kilometers of urban rail transit lines into operation. In the first half of 2022, Nanping will add 1 urban rail transit city.

China's routes may exceed 10,000 kilometers in 2022

On June 29, Kunming Metro Line 5 officially opened for initial operation. This is the 18th urban rail transit line opened in China in the first half of 2022. With the increase of cities and operating lines that have opened urban rail transit lines, the operating mileage of urban rail transit in China has grown rapidly. The annual increase of urban rail transit lines in China exceeded 500 kilometers for the first time in 2016, reaching 535 kilometers. In 2020, the annual increase will exceed 1,000 kilometers.

Especially in recent years, the network has been accelerated in various places, and the operating mileage has increased significantly. The number of cities opening urban rail transit has also increased rapidly, from 34 in 2017 to 51 in the first half of 2022.

Due to the impact of local debt, urban rail transit planning approval was suspended from 2017 to 2018. In July 2018, the General Office of the State Council issued the "Opinions on Further Strengthening the Management of Urban Rail Transit Planning and Construction" (hereinafter referred to as the "Opinions"), which provided information on the gross regional product, finance, urban resident population, Strict regulations have been made on the transportation intensity of passenger money routes.

The pause has delayed approvals for construction plans in some cities. After November 2018, the National Development and Reform Commission has intensively approved a new round of urban rail transit planning in some cities, including Chongqing, Changchun, Shanghai, Wuhan, Zhengzhou, Xi'an, Chengdu, Xuzhou, Hefei, Jinan, Ningbo, Foshan, Qingdao and Wuxi and other cities, as well as the planning adjustment plans of Beijing, Jinan, Hangzhou and other cities have also been approved.

On June 26, the main structures of all stations on the second phase of Chengdu Rail Transit Line 19 were capped, becoming the first line under construction in which all stations on the entire line were capped in the fourth phase of Chengdu Rail Transit. It is also the second line of Line 19. The foundation has been laid for the smooth opening and operation of the project.

With the progress of the project construction, the urban rail transit lines approved in recent years will be completed and put into operation in the next two years.

A new round of urban rail transit construction is about to start

On June 29, Changsha Natural Resources Trading Network issued the "Changsha Urban Rail Transit Phase 4 Construction Planning Project Bidding Announcement", which will compile the Changsha Urban Rail Transit Phase 4 construction plan. It is planned to study 6 main lines and 4 extension lines, with a total scale of about 280 kilometers.

"Changsha Urban Rail Transit Phase III Construction Plan (2017~2022)" was approved by the National Development and Reform Commission on March 15, 2017. The current construction plan in 2022 is about to be completed, so a new round of urban rail transit construction has been launched Preparation of plans.

The "Opinions" stipulate that, in principle, a new round of construction planning can be submitted for approval only when the current round of construction planning is implemented in the last year or when more than 70% of the total investment of the planned project has been completed. Therefore, the urban rail transit construction plan approved in 2016-2017 will be completed in 2022, and a new round of planning needs to be started.

On April 19, the Hangzhou Development and Reform Commission replied to netizens on the local leaders' message board of People's Daily Online, saying: "The environmental assessment of the fourth phase of Hangzhou's urban rail transit construction plan has been approved by the Ministry of Ecology and Environment, and the construction plan will be submitted to the relevant national ministries for approval. The time for approval is still uncertain.”

The "Hangzhou Urban Rail Transit Phase III Construction Plan (2017-2022)" was approved in 2016, and in 2018, the National Development and Reform Commission approved its adjustment plan. The Hangzhou Urban Rail Transit Phase IV Plan, which is being declared, includes 5 new and 7 extended lines, with a total length of 244.8 kilometers.

At present, cities such as Fuzhou, Xiamen, Kunming and Luoyang have all started the preparation of a new round of urban rail transit construction plans. Among them, at the end of March 2022, Kunming issued the environmental impact assessment announcement of "Kunming Urban Rail Transit Network Planning Revision (Third Round)" and "Kunming Urban Rail Transit Construction Planning (2022~2027)". The plan is to be submitted to the third phase of Line 6, the first phase of Line 7, the first phase of Line 8, and the first phase of Line 9.

Not only the cities whose current construction planning is about to be completed, but other cities whose current planning is in the middle of construction are also speeding up the preparation of planning. Especially in the face of the current downward pressure on the economy, accelerating the construction of urban rail transit and other infrastructure has become an important policy tool to stabilize the overall economic market.

In 2019, the "Chengdu Urban Rail Transit Phase 4 Construction Plan (2019-2024)" was approved. Recently, the Chengdu Municipal Bureau of Housing and Urban-Rural Development issued the "Several Measures for the Stable Economic Growth of the Housing and Construction Industry". "Xi'an Urban Rail Transit Phase III Construction Plan (2019-2024)" was also approved in 2019.
