On July 6, 2022, Chongqing Municipal Transportation Bureau released the reconstruction and expansion project of G85 Yinkun Expressway and G93 Chengdu-Chongqing Ring Expressway from Chongqing High-tech Zone to Rongchang Section + Social Investment in PPP Project of Chongqing Dianjiang-Fengdu-Wulong Expressway The project was approved by the Chongqing Municipal People's Government to adopt the government-social capital cooperation model for construction and implementation. The bidder is the Chongqing Municipal Transportation Bureau, and the estimated total investment of the project is about 51.14 billion yuan.

The project is located in Chongqing High-tech Zone, Jiulongpo District, Bishan District, Yongchuan District, Dazu District, Rongchang District, Dianjiang County, Fengdu County and Wulong District. Contains two sub-projects. Subproject 1 is the reconstruction and expansion project of G85 Yinkun Expressway and G93 Chengdu-Chongqing Area Ring Expressway from Chongqing High-tech Zone to Rongchang; Subproject 2 is Chongqing Dianjiang-Fengdu-Wulong Expressway.

Subproject 1

G85 Yinkun Expressway, G93 Chengdu-Chongqing Area Ring Expressway Reconstruction and Expansion Project from Chongqing High-tech Zone to Rongchang Section: The starting point is the existing Chengdu-Chongqing Expressway Hangu Interchange, passing through Hangu Town, Baishiyi Town, and Zouma Town in Chongqing High-tech Zone. After Laifeng Street, Bishan District, a new line will be built in the northwest direction, detour from the north side of the Chongqing New Airport Planning Area, and then route to the south, returning to the existing Chengdu-Chongqing Expressway at Mafang; The Kan Junction is interconnected, and Da’an Town, Yongchuan District is branched off near Qiyi Reservoir. The new route passes through the south side of Sunjiakou Reservoir and the north side of Shiliangqiao Reservoir, passing through Jishan near Guanyintang, and then exiting from the hole near Hanjiagou. The south side of the Shuangshi service area of the Ring Expressway intersects with the Third Ring Expressway. After crossing the Chengdu-Chongqing Railway on the south side of Shuangshi Town, it will return to the existing Chengdu-Chongqing Expressway; a new route will be built on the south side of Youting Town, Dazu District, and return to the existing one near Shuiba Village, Rongchang District. Chengdu-Chongqing Expressway; finally, along the existing Chengdu-Chongqing Expressway, it passes through Fenggao Street, Changzhou Street, Changyuan Street, and Ronglong Town in Rongchang District, and ends at Sangjiapo in the Sichuan-Chongqing boundary. The total mileage of the line is about 99.64km. The route from the project starting point to Qinggang section is 14.815km long, with a design speed of 80km/h and a roadbed width of 40.5m; the route from Qinggang to the end section is 84.825km long, with a design speed of 100km/h and a roadbed width of 41m. The estimated total investment of the project is about 19.165 billion yuan

A total of 10236m/63 bridges are set up along the whole line, including 8687m/25 bridges, 1000m/18 small bridges, 549m/20 small bridges; 6543m/2 new tunnels, including 3998m/1 extra-long tunnel and 2545m/1 long tunnel There are 16 interchanges, including 6 hubs and 10 general interchanges; 24 separate interchanges; 3 service areas and 1 parking area.

Subproject 2

Chongqing Dianjiang-Fengdu-Wulong Expressway: It starts from the Sichuan-Chongqing provincial boundary near Chuanzu Temple on the north side of Xinmin Town, Dianjiang, and connects with the Sichuan section of Sichuan Dazhu-Chongqing Dianjiang Expressway, and goes south through Dianjiang Xinmin, Gao'an, Gangjia, Peixing and other townships enter Fengdu, go south through Xuming Temple, Sanyuan, Baohe, Shetan, Shuren and other towns and then cross the Yangtze River, and intersect with the Yanjiang Expressway on the south bank of the Yangtze River; Xingyi, Shuanglu, Lizi and Jilong enter the territory of Wulong; continue to go south through Wulong Solitaire, Land, Stove and other towns and then to the vicinity of Zhongzui, Xiangkou Town, and connect with Wulong to Daozhen Expressway. The total mileage of the line is about 164.98km. From the starting point of the project to the high-speed section along the Yangtze River, the route is 76.051km long, the design speed is 100km/h, and the width of the roadbed is 26m. The estimated total investment of the project is about 31.976 billion yuan

There are 55285.5m/138 bridges on the whole line, including 13804m/10 extra-large bridges, 41481.5m/128 large and medium bridges; 55142m/24 tunnels, including 37391m/6 extra-long tunnels, 12299m/7 long tunnels, medium and short 5452m/11 tunnels; 13 interchanges, including 4 hubs and 9 general interchanges; 2 Class B service areas and 2 Class C service areas. Franchise period: It is divided into construction period and operation period. Among them, the construction period of sub-project 1 is 3 years, and the construction period of sub-project 2 is 5 years, from the start date of the project to the handover date; the operation period is from the handover date to the project handover date, of which the charging period is 30 years, since From the date of the start of charging as stated in the charging permit document to the date of the end of charging.
