Under the "dual carbon" goal, nuclear power has once again attracted attention as a clean energy source. A few days ago, the National Nuclear Safety Administration has issued the "Construction Permit for Haiyang Nuclear Power Plant Unit 3" and "Construction Permit for Haiyang Nuclear Power Plant Unit 4" to SPIC Shandong Nuclear Power Co., Ltd. The important preconditions for the completion of the phased project before the official start of construction is about to start construction.

The executive meeting of the State Council held on April 20, 2022 called for the orderly development of nuclear power under the premise of strict supervision and ensuring absolute safety. After years of preparation and comprehensive evaluation and review, the three new nuclear power unit projects in Zhejiang Sanmen, Shandong Haiyang and Guangdong Lufeng, which have been included in the national plan, were approved. Units 3 and 4 of the Shandong Haiyang Nuclear Power Phase II Project, which were granted the license this time, are one of the three approved projects.

It is understood that Haiyang Nuclear Power Units 3 and 4 use the third-generation passive dynamic pressurized water reactor nuclear power technology CAP1000, with a single unit capacity of 1,253 MW, meeting the highest international safety standards. It is planned to be fully put into operation in 2028. After the two units are completed and put into operation, the annual power generation will be about 20 billion kWh, which can reduce the consumption of raw coal by about 8.55 million tons, carbon dioxide emissions by about 16 million tons, sulfur dioxide by about 52,000 tons, and nitrogen oxides by about 45,000 tons. The emission reduction effect is equivalent to planting about 44,000 hectares of broad-leaved forest.

In addition, the Haiyang Nuclear Power Project is also the first nuclear power plant in Shandong Province to start construction and put into operation. Currently, six nuclear power units are planned to be constructed, with room for two expansions reserved. Units 1 and 2 were put into commercial operation in October 2018 and January 2019, respectively, with a cumulative power generation exceeding 74 billion kWh. Relying on the research and practice of large-scale pressurized water reactor cogeneration carried out by Units 1 and 2, in November 2021, Haiyang Nuclear Power put into operation the second phase of the "Nuanhe No. 1" nuclear energy heating project, exceeding the completion of the first phase in Haiyang, Shandong. During the heating season, the company will continue to provide safe and stable heating for 143 days, with a heating area of nearly 5 million square meters, benefiting 200,000 residents in the urban area of Haiyang City, and contributing to the “promoting clean heating in winter in the northern region” with nuclear energy heating that can be replicated and promoted.
