In order to achieve carbon emission reduction targets, the development of new energy industries in various regions has accelerated. A few days ago, the Shandong Provincial Energy Administration issued the "Notice of Eight Action Plans for the Construction Project of Gas-fired Units in Shandong Province", and the "Offshore Photovoltaic Construction Project Action" is one of the action plans.

In accordance with the general idea of moving from near to far, from easy to difficult, demonstration first, and step-by-step implementation, we will coordinate and promote the large-scale, intensive and coordinated development of offshore photovoltaics, and create a “Bohai Rim, Yellow Sea Rim, and Yellow Sea” with advanced technology, eco-friendly, and intelligent integration. "Double 10 million kilowatt-class offshore photovoltaic base. The "Bohai Rim" offshore photovoltaic base of 10 million kilowatts has 31 offshore photovoltaic sites with a total installed capacity of 19.3 million kilowatts. Among them, there are 20 photovoltaic sites with an installed capacity of 14.1 million kilowatts; 11 "scenery-same-field" sites with an installed capacity of 5.2 million kilowatts. "Along the Yellow Sea" 10 million kilowatts offshore photovoltaic base, layout of 26 offshore photovoltaic sites, with a total installed capacity of 22.7 million kilowatts. Among them, there are 9 photovoltaic sites with an installed capacity of 9.5 million kilowatts; 17 "scenery-same field" sites with an installed capacity of 13.2 million kilowatts.

Accelerate the development and construction of fixed pile-based offshore photovoltaics

Focusing on the shallow sea areas of "Rim Bohai Sea" and "along the Yellow Sea", the development and construction of fixed pile-based offshore photovoltaic projects will be accelerated by adopting the complementary mode of fishing and solar energy and multi-energy complementary. Encourage new energy development enterprises and fishery aquaculture enterprises to cooperate in the form of investment and shareholding, sea area use fund sharing, etc., and promote the integrated design, construction and operation of offshore photovoltaic projects, fishery aquaculture, and marine ranching. Actively promote the concentrated and contiguous development of offshore photovoltaics, form a base-based and large-scale development pattern, and promote cost reduction and efficiency improvement. In 2022, focus on launching projects in Dongying, Yantai, Weihai, Qingdao and other sea areas, start construction of more than 3 million kilowatts, and complete the construction of about 1.5 million kilowatts; by 2025, the cumulative construction of about 13 million kilowatts will start, and about 11 million kilowatts will be completed and connected to the grid. 

Actively and steadily promote the development of floating offshore photovoltaics

Considering factors such as the economics, structural safety, and extreme weather adaptability of projects in the Bohai Sea and the Yellow Sea, accelerate the construction of floating pilot demonstration projects in different scenarios, explore replicable and scalable development models and technical routes, and focus on the planning and construction of offshore wind power , and innovate to create an integrated development model of "scenery and scenery". Accelerate technological innovation, strengthen cost control, gradually expand the scale of floating photovoltaic construction, and promote the development of deep sea areas. In 2022, start the floating offshore photovoltaic demonstration work; by 2025, strive to start the construction of 2 million kilowatts, and complete the construction of about 1 million kilowatts.

Implement comprehensive development and utilization

Adhere to the intensive and economical use of the sea, make use of the planned offshore wind farms, promote the unified planning, unified construction and unified delivery of offshore photovoltaic and offshore wind power, and improve the stability of power transmission and development economy of offshore wind and solar bases. In-depth research on the comprehensive development and utilization technology of offshore photovoltaics and marine energy, and carry out demonstrations of comprehensive development and utilization of tidal energy and wave energy in qualified sea areas. Promote the integrated development and mutual empowerment of offshore photovoltaics and marine ranching, and form a three-dimensional development and utilization model on water and underwater. Explore the construction of an off-grid offshore "energy island" integrating offshore photovoltaics, offshore wind power, other ocean energy, and green power hydrogen production.

Strengthen the research and demonstration of the development of offshore photovoltaic sites, in-depth analysis of the impact of photovoltaic construction projects on hydrodynamics, and ensure that the construction sites avoid the red line of marine ecological protection and meet the requirements of marine environmental function zoning. Do a good job in ecological protection of construction and construction to effectively reduce the impact on marine life and the marine environment. Strictly implement the ecological restoration, environmental monitoring and evaluation measures after the project is put into operation, and realize the organic unity of economic, social and environmental benefits.
