On the morning of July 16, 2022, Liaoning Province held an on-site promotion meeting for key 5 million kilowatt new wind power projects. The main venue was in Shenyang, and a branch venue was set up in Dalian. The on-site promotion meeting announced that the construction of five new wind power projects in Dalian, with a total installed capacity of 1.2 million kilowatts, will provide strong support for accelerating the construction of energy projects in the city, and contribute to the GDP exceeding one trillion in three years and high-quality 14th Five-Year Plan. Development provides strong impetus.

Dalian New Wind Power Project

According to the requirements of the "Construction Plan for Newly-added Wind Power Projects in Liaoning Province" issued by the Liaoning Provincial Development and Reform Commission and other three departments in September 2021, Dalian City has determined, through competitive allocation, that Huaneng Group and State Power Investment Group will operate in Pulandian District and Wafangdian City. Construction of five projects with a total installed capacity of 1.2 million kilowatts will be completed and approved in the first half of 2022. The total investment of the five wind power projects is about 8.1 billion yuan. The three Wafangdian projects are located in Zhaotun, Xietun and Xianyuwan respectively, and the two Pulandian projects are located in 8 streets including Anbo, Mopan, Xingtai and Pikou. After the start of the construction, all units will speed up the construction, and according to the plan, all projects will be put into operation before the end of 2023.

It is related to the implementation of Dalian's "dual carbon" goal and the development of wind power equipment industry. In recent years, under the leadership of the Municipal Party Committee and the Municipal Government, Dalian City has continuously increased its energy structure adjustment, adhered to the principle of "simultaneous development of land and sea", and actively promoted the development and construction of wind power.

Onshore wind power development and construction began in 1993. Since 2017, Dalian City has built and put into operation three grid-source-friendly onshore wind farms with the wind-storage integration demonstration project as the starting point, which has played a leading role as a demonstration and driving force for Liaoning Province in the collaborative interaction of "source-grid-load-storage". At present, the scale of onshore wind power in Dalian is 770,000 kilowatts.

The planning and construction of offshore wind power started in 2013. In July 2013, the National Energy Administration approved the "Dalian Offshore Wind Power Project Planning Report", and laid out offshore wind power projects in the Zhuanghe sea area, with a planned total installed capacity of 1.9 million kilowatts. Since 2017, Dalian has successively started the construction of various offshore wind power projects in the plan. The Zhuanghe No. 3 offshore wind farm, completed in November 2020, is the first large-scale grid-connected offshore wind farm in the northern region, achieving a "zero breakthrough" in offshore wind power in the northeastern region. At present, Dalian has built and put into operation 1.05 million kilowatts of offshore wind power, and has built the largest offshore wind power base in the central and northern regions.
