In the context of accelerating global energy transition, China has entered into a grand construction cycle of a renewable energy system targeting dual carbon. On July 20, 2022, the Guizhou Provincial Department of Industry and Information Technology, the National Development and Reform Commission, the Department of Science and Technology, and the Energy Bureau jointly issued the "14th Five-Year Plan for the Development of Hydrogen Energy Industry in Guizhou Province". The "Planning" announced a total of 63 hydrogen energy projects in four major directions, including hydrogen production, hydrogen utilization, equipment manufacturing, and R&D platforms, with a total investment of 55 billion yuan during the 14th Five-Year Plan period.

Development Goals

At the end of the "14th Five-Year Plan" period, the entire hydrogen energy industry chain will be initially established, and the application scenarios of hydrogen energy will be initially expanded, laying a solid foundation for building a new highland for the hydrogen energy circular economy industry in the southwest region and creating a new growth pole for the transformation of the energy structure in Guizhou Province.

In the hydrogen energy industry, there are more than 30 industrial chain-related enterprises, 10 key enterprises, and more than 5 core well-known enterprises in the industry; the fuel cell engine system production capacity reaches 5,000 units (sets) per year, and the fuel cell vehicle production capacity reaches 5,000 vehicles/year; the R&D and manufacturing level of core technologies, basic materials and key components has reached the domestic leading level and is close to the international advanced level. Focus on breakthroughs in real-time hydrogen purity detection technology, liquid hydrogen storage and transportation commercialization technology, and key technologies for biomass hydrogen production. With coking by-product hydrogen as the core, and renewable energy hydrogen production as the supplement, the total hydrogen supply capacity of various hydrogen sources exceeds 10,000 tons/year. The total investment in the hydrogen energy industry exceeds 10 billion yuan, and the annual output value of the industrial chain and related industries exceeds 20 billion yuan.

In terms of hydrogen energy application, 15 hydrogen refueling stations (including oil, gas and hydrogen comprehensive energy stations) have been built; in the fields of logistics transportation, urban construction transportation, tourist passenger transportation and public transportation, demonstration operation of fuel cell heavy trucks, logistics vehicles, sanitation vehicles, buses, public transportation More than 1,000 vehicles and special vehicles; Layout demonstration in the fields of hydrogen energy storage, fuel cell multi-energy co-supply, backup power supply, green hydrogen industry, green hydrogen metallurgy, natural gas hydrogenation, etc.; The installed capacity exceeds 10MW.

Implement path and space layout

Hydrogen production. Make full use of the by-product hydrogen resources of the existing coal chemical industry, focus on low-cost by-product hydrogen purification and in-depth utilization, and supply nearby, driving the extension and transformation and upgrading of the coal chemical industry circular economy industry chain in the province; hydrogen production from renewable energy is Auxiliary, give priority to the demonstration of hydrogen production from renewable energy electrolysis of water, and implement differentiated implementation in combination with regional resource endowments; carry out research on coal-to-hydrogen CCUS (carbon capture, utilization and storage) technology, biomass hydrogen production and other hydrogen production technologies, to provide hydrogen Energy industry reserves diversified hydrogen production technology.

Hydrogen storage and transportation. Mainly focus on high-pressure gaseous hydrogen storage and long-pipe vehicle hydrogen transportation; carry out demonstrations of natural gas pipeline hydrogen mixing and pipeline hydrogen transportation in combination with application scenarios; carry out research on ultra-high-pressure gaseous hydrogen storage and transportation, solid and liquid hydrogen-containing materials, and low-temperature liquid hydrogen storage and transportation technologies.

Hydrogen energy industry equipment. In terms of hydrogen preparation, storage and transportation, filling, hydrogen fuel cell engine and multi-energy co-supply, hydrogen purity testing, etc., with core technologies, basic materials and key components as breakthroughs, outstanding enterprises and institutions in the province and first-class domestic and foreign Equipment R&D and manufacturing enterprises and scientific research institutes will join forces to develop high-performance, low-cost, long-life products with independent intellectual property rights, build well-known hydrogen energy industry brands at home and abroad, and form large-scale production and manufacturing capabilities.

Spatial layout

Combined with the resource endowment and industrial foundation of each city (state), highlight the advantageous cluster areas, and create the "one axis, one belt, three lines" core area for the development of the hydrogen energy industry.

"Guiyang-Anshun-Liupanshui" is the core axis of hydrogen energy industry development. Give full play to the location advantages of Guiyang's new energy vehicle southwest base, the Yangtze River Economic Belt and the important nodes of the new international land-sea trade channel, the core area of the National Big Data (Guizhou) Comprehensive Pilot Zone, and the southwest hub, relying on the industrial foundation of Guiyang, Anshun and Liupanshui. , lay out a number of hydrogen energy industry innovation, manufacturing and demonstration centers such as hydrogen energy technology innovation center, hydrogen energy equipment manufacturing center, hydrogen energy equipment inspection and testing center, hydrogen energy and fuel cell demonstration application center, green hydrogen source base, etc. Demonstration and promotion of energy industry infrastructure construction and hydrogen energy transportation and comprehensive utilization of hydrogen energy, to create a hydrogen energy industry cluster area and core development axis.

"Bijie-Liupanshui-Xingyi" hydrogen energy industry circular economy belt. Relying on the “Bishuixing” large-scale coal chemical industry circular economy industrial belt and favorable conditions for renewable energy resources, strengthen technological research and development innovation and industrial upgrading, focus on the purification of by-product hydrogen and the production of hydrogen from renewable energy by electrolysis of water, and create a low-carbon, economical Circular economy hydrogen source base and green hydrogen source base, and relying on the hydrogen source base, strive to build key hydrogen energy equipment manufacturing industries such as hydrogen production equipment, hydrogen storage and transportation equipment, and hydrogenation equipment, carry out demonstration operations of hydrogen energy heavy trucks, and promote recycling The extension of the economic industry chain and the coupling with the hydrogen energy industry chain will coordinate to achieve low-carbon, environmental protection, high-quality, and large-scale transformation and development.

Three "Red Tourism - Green Hydrogen Road" hydrogen energy application demonstration lines. Combine the unique tourism and logistics needs of "Guiyang - Zunyi - Xishui - Chishui", "Guiyang - Qianxi - Bijie" and "Guiyang - Kaili - Tongren" to create a characteristic hydrogen energy tourism demonstration area and a characteristic hydrogen energy heavy truck demonstration area , Characteristic Hydrogen Energy Intercity Logistics Demonstration Area, Fuel Cell Cold Chain Logistics Demonstration Area and many other characteristic hydrogen energy application demonstration areas.
