Different from previous plans, the "14th Five-Year Plan" has set a target for renewable energy installations in 2025, focusing on industry development on consumption and utilization.

The plan proposes that in 2025, the weight of responsibility for the total consumption of renewable energy power in the country will reach about 33%, and the weight of responsibility for non-hydropower consumption of renewable energy power will reach about 18%, and the utilization rate of renewable energy will remain at a reasonable level.

In terms of the renewable energy market trading mechanism, the "14th Five-Year Plan" will gradually expand the proportion of renewable energy participating in market-based transactions, and encourage participation in the market to fully absorb electricity beyond the guaranteed hours. Promote renewable energy and electricity consumption responsible entities to sign multi-year long-term electricity purchase and sale agreements, and promote the direct participation of users in the receiving end market in cross-provincial renewable energy transactions.
