As an important foundation for supporting social and economic development, the construction of water transport infrastructure is self-evident. According to the news from the Ministry of Transport on August 2, 2022, the Ministry of Transport, the National Development and Reform Commission, the Ministry of Natural Resources, the Ministry of Ecology and Environment, and the State Forestry and Grassland Administration jointly issued the "Further Regulation on Strengthening the Planning and Construction of Coastal and Inland Port Channels" and the Notice on Strengthening the Guarantee of Resource Elements.
The "Notice" proposes to speed up the construction of a strong transportation country, ensure national economic security and resource security, and maintain the stability of the industrial chain and supply chain. The demand for water transportation construction will be further released, which is of great significance for optimizing and improving the national water transportation facility network, strengthening the support and guarantee of port and waterway infrastructure, promoting the development of major projects as they should and as much as possible, accelerating the formation of physical workload, and effectively expanding effective investment.
The "Notice" puts forward policy guidance and clear requirements from five aspects. The first is to further standardize and accelerate the preparation of port planning and environmental impact assessment. The second is to standardize and determine major national water transportation projects involving reclamation. The third is to actively and prudently handle the problems left over from the history of port reclamation. The fourth is to further strengthen the guarantee of resource elements for the construction of high-grade waterways in inland rivers. Fifth, do a solid job in the preliminary work of major water transport projects. Keywords: infrastructure, infrastructure construction, domestic engineering news, planning and investment
The "Notice" requires that transportation departments at all levels must adhere to the bottom-line thinking of the ecological environment, strengthen the intensive and economical use of resources, and comprehensively improve the high-quality development of coastal and inland port waterways. Development and reform, natural resources, ecological environment and forestry and grassland departments at all levels should support the preparation of port planning, identification of major national water transport projects, and environmental impact assessment, and ensure that land, sea and other resource elements are guaranteed.
