Driven by the goal of accelerating the realization of a strong country in transportation, the roadmap for future transportation construction in various provinces has gradually become clear. A few days ago, the Chang-Handan-Liaoning High-speed Railway Project Promotion Meeting was held in Handan. The meeting listened to the reports of China Railway Engineering Design Consulting Group Co., Ltd. and China Railway Economic Planning Research Institute Co., Ltd. on the feasibility study of the project and the whole-process engineering consultation, and conducted research and discussion on the construction of the Changhan-Hanyang-Liaoning high-speed railway project.
According to the latest feasibility study plan, the main line of the project is planned to be Liaocheng West (under construction), Guanxian South, Guantao South, Daming North, Wei County, Cheng'an, Handan South, Wu'an South, Shexian South, Licheng South, Changzhi East (existing) and other 11 stations, the newly-built Handan South Station is set near the Handan Airport, and the connecting lines in the east and west directions are connected with the Beijing-Guangzhou High-speed Railway Handan East Station (but not interoperable), and in the long term, through the planning of Beijing-Shijiazhuang Handan City The international railway connects with the direction of Beijing-Tianjin Shixiong.
Previously, the Chang-Han-Liaoning high-speed railway project has been included in the national "14th Five-Year Plan" railway development plan. This meeting proposed that we should strive for support at the provincial level, try our best to establish interaction between the three provinces and the provincial level, connect with the National Railway Group at multiple levels and from multiple perspectives, and strive for greater support; we should start the preliminary work of the project, such as land pre-review and site selection, as soon as possible. Provide a solid guarantee for the early start of construction of the project; study and formulate financing plans as soon as possible, actively introduce social capital, and raise funds through multiple channels; set up a preparatory working group, accelerate the preparation and establishment of a project company, and ensure the smooth progress of the project.
Changhan-Liaoning High-speed Railway Shandong Section
In July 2021, the "Notice of Shandong Province's "14th Five-Year Plan" Comprehensive Transportation Development Plan" was issued.
"Four horizontal and five vertical along the Yellow Sea" ten major channels, of which the "four horizontal" Zhongji-Qingdao channel and the "two horizontals" of the Lunan channel have been basically completed and partially completed, and the northernmost horizontal Lubei channel is from Dezhou to Shanghe High-speed rail, in September 2020, the feasibility study review, determination, preliminary review of design, and construction drawing review have been completed; the remaining "one horizontal", that is, the "central line" of the mountain, is still in the planning stage, and will be divided in the notice. As the "East, Middle and West Section" is highlighted, this channel is called "Luzhong Corridor" in the province, and the "Luzhong Corridor" focuses on the high-speed rail channel, namely: Qingdao to Beijing-Shanghai high-speed rail auxiliary channel - Liaocheng to Tai'an to Beijing-Shanghai high-speed rail auxiliary channel - Changzhi to Handan to Liaocheng.
This time, the project promotion meeting was held in Handan. It is planned to set up two stations in Liaocheng West (under construction) and Guanxian South in Liaocheng, Shandong, which means that the western section of "Shandong-Zhongshan High-speed Railway" has "eyes". Previously, the eastern section of the "Shandong-Zhongshan high-speed railway" has been determined to start construction before the end of 2022.
In August and March, the Rizhao Municipal Government issued the "Rizhao City Transportation Construction Plan in 2022", which carried out the overall planning and deployment of the city's key transportation projects, and implemented the plan (railway part) railway construction projects (13 items), which mentioned: The construction period of the Weifang-Suqian railway project of the Beijing-Shanghai high-speed rail auxiliary channel is from November 2022 to November 2025, and the planned investment in 2022 is 560 million yuan; at the same time, the Qingdao-Beijing-Shanghai high-speed railway auxiliary channel railway project is mentioned. The Rizhao section of the Qingdao-Beijing-Shanghai high-speed rail auxiliary channel railway project is about 15.34 kilometers within the territory of Rizhao, with an investment of about 2.56 billion yuan; the construction period is from October 2022 to October 2025, and it is planned to complete an investment of 200 million yuan in 2022. The start and end point of its construction time is one month earlier than the second line of the Beijing-Shanghai high-speed railway, which means that the opening of the second line of the Beijing-Shanghai high-speed railway is also the opening of the auxiliary channel between Qingdao and the Beijing-Shanghai high-speed railway.
The railway project of the auxiliary channel of Qingdao-Beijing-Shanghai high-speed railway is the "eastern section of the Shandong-Central Corridor", which means that the eastern section of the Shandong-China high-speed railway will start the fastest. This Handan project promotion meeting requires that the preliminary work of the project such as land pre-review and site selection should be started as soon as possible. , indicating that the "Luzhong Corridor" is exerting force from the east and west ends, and only the section "Liaocheng to Tai'an to Beijing-Shanghai High-speed Railway Auxiliary Channel" is left.
The Shandong-Zhongshan high-speed rail channel going out of the province in the west is of great significance to the entire northern economy. It is a convenient "straight channel" from Shandong to the west, and it is also a convenient sea channel for southern Hebei, Shandong, Ningxia and other western provinces. At present, the main planning and construction of the east-west high-speed railway channel in Shanxi has two lines, north and south. In the planning and demonstration stage, the Shitai, Jishi, and Jiqing high-speed railways have been completed and opened to traffic. The "Southern Line" mainly uses the east-west artery Longhai Passenger Express to reach the northwest. For Shandong, the "north line" and "south line" are not "straight lines" and need to be detoured. For example, after the railway map adjustment in June 2021, a high-speed railway will be opened between Shandong and Ningxia, but it is necessary to bypass Longhai Passenger Express and go north to Xi'an, taking a big "U" curve. The "Shandong-Zhongshan High-speed Railway Corridor" going out of the province in the west and the Chang-Hanyang-Liaoning high-speed railway have greatly shortened the distance between Shandong and the western provinces.
