On August 10, 2022, State Councilor and Foreign Minister Wang Yi held talks with visiting Nepalese Foreign Minister Khadgar in Qingdao, Shandong.
State Councilor and Foreign Minister Wang Yi said that China and Nepal are linked by mountains and rivers and enjoy friendship from generation to generation. No matter how the international and regional situation changes, China and Nepal have always firmly supported each other on issues concerning core interests, and have always stood side by side in the face of tests and challenges. China has always maintained that all countries, big or small, rich or poor, are equal, and will continue to firmly support Nepal in safeguarding its sovereignty, independence and territorial integrity, supporting Nepal in exploring a development path that suits its national conditions, and supporting the improvement of the lives of the Nepalese people and the revitalization of the country. He is willing to work with the Nepali side to well implement the fruitful outcomes of President Xi Jinping's historic visit to Nepal, jointly build the Belt and Road Initiative with high quality, carry forward the lasting friendship between China and Nepal, and open up new prospects for the development of bilateral relations.
Foreign Minister Khadgar said that the friendship between Nepal and China has a long history and is a real friendship through adversity. The Nigerian side firmly adheres to the one-China policy and will never allow the use of Nepalese territory to engage in any activities that oppose China and harm China's interests. Nepal supports China's legitimate position on internal affairs such as Tibet, Xinjiang and Hong Kong. China and Nepal have in-depth communication and reached broad consensus on bilateral relations and practical cooperation.
The two sides will maintain high-level exchanges, strengthen inter-party exchanges, and deepen the exchange and mutual learning of experience in governing the country and the party.
The two sides will negotiate and sign the implementation plan for the joint construction of the Belt and Road as soon as possible, and hold a joint economic and trade committee and a trade unimpeded working group within this year. The Chinese side welcomes Nepal to expand exports of tea, Chinese medicinal materials, agricultural and animal husbandry products to China, and encourages Chinese enterprises to invest in Nepal, so as to help Nepal develop manufacturing and modern agriculture, and enhance its capacity for independent development.
The two sides will speed up the upgrading of the second phase of the Kathmandu Inner Ring Road and promote the power interconnection project. Strengthen power cooperation planning and build a trans-Himalayan three-dimensional interconnection network.
The two sides will continue to deepen cooperation in disaster prevention and mitigation. The Nepali side thanks China for its assistance at the critical moment when Nepal was hit by the earthquake and lack of fuel. The Chinese side stated that it will provide disaster prevention and medical supplies to Nigeria through the China South Asian National Emergency Material Reserve Bank.
The two sides will strengthen cooperation in anti-epidemic and medical and health care, promote the construction and operation of traditional Chinese medicine centers in the two countries, and support enterprises of the two countries to carry out cooperation in the cultivation of Chinese herbal medicines. China will provide Nigerian public hospitals with blood cancer treatment equipment and technology, and continue to provide vaccine assistance.
State Councilor and Foreign Minister Wang Yi announced that China will use its aid to Nepal to support the feasibility study of the China-Nepal cross-border railway, and send experts to Nepal to conduct surveys within this year. The zero-tariff treatment for 98% of tax items granted by China to Nepal will come into effect on September 1, and support the Nepalese side to make good use of the dividends of this policy to expand exports to China.
During the talks between the Chinese and Nepalese foreign ministers, the two sides agreed to build a trans-Himalayan three-dimensional interconnection network.
