In order to achieve carbon emission reduction targets, the development of new energy industries in various regions has accelerated. On August 22, 2022, the People's Government of Tianjin Binhai New Area issued the "Work Plan on Implementing Several Policies and Measures to Support the Construction of "Bincheng", and the "Plan" proposed to promote the optimization of the energy structure. A special plan for the spatial layout of new energy development has been issued, focusing on supporting the use of oil fields, salt fields and other land resources to build new energy projects. Expand the space for three-dimensional utilization of sea areas, encourage the use of areas such as near tidal flats and enclosed but unfilled sea areas to build offshore photovoltaic projects; encourage the use of completed docks, breakwaters, and adjusted idle anchorages, and planed but unused anchorages to build decentralized clean energy projects . Strive to establish a municipal-level "green channel" for offshore wind power, offshore photovoltaic, and offshore geothermal projects (Nangang).

In addition, key steps have been taken to promote the development of new energy in the new district and achieve the goal of carbon peaking and carbon neutrality. Strive to introduce a policy of selling electricity to the partition walls of key industries in relatively closed industrial areas, and support gas-fired distributed projects such as Tianbao Lingang, the West Zone of the Economic Development Zone, and Nangang to supply power as scheduled. Strive to give preference to the total installed capacity of new energy in the new area to ensure that it will reach 7GW in 2025. Standardize the approval of hydrogen production, cold energy application, CCUS and other projects, introduce fuel cell vehicle subsidy policies, and support the construction and operation management of hydrogen refueling stations. Guide the release of hydrogen energy application scenarios in the city and encourage hydrogen energy application. Make full use of geothermal resources in the new area, relax restrictions on geothermal mining rights in accordance with laws and regulations, and expand the space for the development of geothermal resources in the new area. Promote the introduction of detailed rules for the implementation of green electricity transactions, approve and release the price of green electricity transaction network fees, and reduce the cost of green electricity market-oriented transactions. Taking the Sino-Singapore Eco-city and the Economic Development Zone as pilots, build a green electricity transaction display service center, gradually spread the pilot experience to the whole area, and expand the scale of green electricity market-oriented transactions. Encourage large industrial users in the new area, power sales enterprises in the park and new energy power generation enterprises to carry out "bilateral negotiation and transactions" to realize key projects and key parks of green electricity direct supply in the new area.

Explore the construction of green electricity, hydrogen, geothermal and other renewable energy and natural gas and other clean energy, seawater desalination comprehensive utilization pilot projects, to create a source network load-storage integration, hydropower, heat, gas and cooling co-generation, cost-optimized low-carbon demonstration park; planning to build a bonded area hydrogen Energy Industrial Park, High-tech Zone New Energy Industrial Park, and North and South "two wings" shared energy storage stations.

Strive for municipal support to meet the energy demand of key projects in the new district, and to achieve the goal of peaking carbon steadily. For projects included in the city's key project library and projects related to the city's security of supply, the municipal level will coordinate to solve the dual control indicators of energy consumption. New renewable energy and raw material energy consumption are not included in the total energy consumption control. For projects whose energy efficiency has reached the industry benchmark level, energy consumption is better than the average level, and conforms to the production capacity replacement policy, priority will be given to ensuring energy consumption indicators.
