In 2021, the "Medium and Long-Term Development Plan for Pumped Storage (2021-2035)" issued by the National Energy Administration proposes that by 2030, the total production scale of pumped storage will be about 120 million kilowatts; the planned layout will focus on 340 projects with a total installed capacity of about 120 million kilowatts. 420 million kilowatts; and reserves 247 projects with a total installed capacity of about 310 million kilowatts.

Since 2022, the National Energy Administration has organized provincial energy authorities to formulate work plans for pumped storage projects on the basis of planning and implementation plans.
