Support the construction of new energy projects such as photovoltaic whole industry chain manufacturing bases and low-carbon and zero-carbon industrial demonstration parks, and reserve the scale of construction land in the national land and space planning at all levels to ensure the space for industrial development.

Encourage the use of deserts, Gobi, and deserts to build photovoltaic wind power projects. Encourage the use of desert, Gobi, desert and other unused land or abandoned industrial and mining land to build photovoltaic and wind power projects, and use desertified grassland scientifically and rationally. If the photovoltaic power generation project uses deserts and other unused land, the part of the land that does not occupy the land and does not change the surface form will be identified as the original land type, and the approval procedures for conversion will not be processed.

Simplify the approval procedures for "replacing the small" for wind farms. In principle, wind farms within the ecological protection red line are not allowed to be upgraded. The transformation and upgrading of wind farms shall occupy as little or as little forest land as possible. If the transformation and upgrading really requires the use of forest land, the conditions for using forest land shall be met and the formalities for the use of forest land shall be handled in accordance with the law. The scope of the wind farm will not be changed, but only part of the tower base land will be adjusted. For the wind farm renovation and upgrading projects whose total permanent land area after renovation is less than the area before renovation, the pre-examination of land use and site selection opinions will not be re-approved, and the conversion of agricultural land will not be approved. and part of the land expropriated, go through the approval procedures for construction land according to law.

Guarantee the land demand for new energy supporting industries. Encourage land for new energy projects to be supplied by flexible term, long-term lease, lease first and then lease, and lease and lease combined with land supply according to the production cycle of enterprises.

Expand the scope of paid use of land for new energy industries. Photovoltaic and wind power projects are encouraged to supply construction land by way of grant. The grant price is determined with reference to the benchmark land price for industrial land in the same region. The land use is determined as land for public facilities. The way of grant can be through bidding, auction, and listing. If there is only one intended land user, the land can be provided by agreement, and the construction land can be used for 25 years.

On August 30, 2021, the Development and Reform Commission of Ningxia Hui Autonomous Region issued the "Notice on Carrying out the Pilot of "Replacement of Small" with Older Wind Farms in Ningxia".

As the first province and city in the country to launch the pilot program of "replacing the small with the big", the "Notice" stated that by 2025, it will strive to achieve a renewal scale of more than 2 million kilowatts of old wind farms and a capacity increase of more than 2 million kilowatts.

In December 2021, Ningxia released the "List of Pilot Projects for "Replacing the Small with the Bigger" in Ningxia's Old Wind Farms, and identified 51 pilot projects for renewal.
