On September 13, 2022, the groundbreaking ceremony of the Xilongchi Phase II Pumped Storage Power Station (caving) project in Shanxi Province was held in Wutai County. Zhu Xiaodong, Secretary of the Municipal Party Committee, attended and announced the start of the project. At the site of the project commencement ceremony, Zhu Xiaodong and Li Jianguo inspected the exhibition boards on the spot, listened to relevant work reports, learned about the project construction plan and prospects in detail, and put forward requirements for specific work. The main person in charge of the Wutai County Government delivered a speech on the start of the project, and the person in charge of the relevant enterprises introduced the project situation.

With Zhu Xiaodong's "Commencement Order", fireworks and the roar of machines resounded in the sky, and all kinds of machinery slowly turned, officially kicking off the construction of Xilongchi Phase II pumped-storage power station. The leaders of the meeting jointly laid the foundation for the project.

Xilongchi Phase II pumped storage power station is located in Wutai County, with a total investment of 10.269 billion yuan, an installed capacity of 1400MW (4 units in total), and a rated head of 518m. The power station pivot project consists of upper and lower reservoir retaining structures, water delivery systems, underground powerhouses and their ancillary buildings, and water replenishment systems. After the power station is completed, it will mainly serve the Shanxi power grid. The power station will undertake tasks such as peak regulation, valley filling, energy storage, frequency regulation, phase regulation, emergency backup, black start, etc. in the system, to maintain the safe and stable operation of the power grid, and to stabilize the economy and structure. It is of great significance to promote transformation, and it will definitely make positive contributions to effectively promoting energy utilization, continuously stimulating employment of the masses, and steadily promoting economic growth.
