On September 26, 2022, the construction of key controlled projects such as the Shuijingwan Tunnel, the Firestone Tunnel, and the Jiangzhou Junction Interconnection started, marking the official start of construction of the S81 Line Huili-Luquan (Sichuan border) expressway project.

Huili Zhiluquan Sichuan Expressway

According to reports, the Huili-Luquan (Sichuan border) expressway project is a section of the 20 Chengdu radial lines in the "Sichuan Expressway Network Layout Plan (2022-2035)" from Chengdu to Yunnan via Butuo. The project route starts from Nange Town, Huili County, connects with the Dechang-Huili Expressway under construction, takes the G4216 Yibin-Panzhihua Expressway to Jiangzhou Town, Huidong County, passes through Tieliu Town, and ends at Jinsha River (Chuan Yunnan border), connecting the Wudongde-Luquan expressway which is planned to be built in Yunnan Province. The total length of the project route is 47 kilometers, of which the new section is about 30 kilometers long. It adopts the technical standard of two-way four-lane expressway, the design speed is 80 kilometers per hour, the bridge-tunnel ratio is 74% (the tunnel ratio is 49%), and the total investment is 7.78 billion yuan.

The Huili-Luquan (Sichuan border) expressway project is jointly invested and constructed by Shudao Group Shugao Company, Chengdu Construction Engineering Group, Chengdu Transportation Investment Group, Sichuan Highway and Bridge Construction Group, Guangxi Road and Bridge Engineering Group, and Sichuan Chuanjiao Road and Bridge Company. The construction period is 4 years, and it is planned to be completed and opened to traffic in 2026.

The construction of the Huili-Luquan (Sichuan border) expressway project is a fast external travel channel connecting Liangshan Prefecture and Yunnan.
