The project includes the Dongtai Phase IV project (302 MW), which was fully connected to the grid in December 2019, and the Dongtai Phase 5 project (200 MW), which is currently under construction and is expected to be commissioned in early 2021. National Energy Group and France Power Group will jointly construct the fifth phase of the project in Dongtai, and jointly manage the operation and maintenance of the two projects.

After the subscription is completed, National Energy Group will hold 62.5% of the joint venture company through its subsidiaries Shenhua New Energy Company and Shenhua Clean Energy Company, and EDF will hold the joint venture company through its subsidiaries, France Power New Energy Company and EDF Investment Company Of the remaining shares.

Dongtai Offshore Wind Power Project is located in the Tiaozimu and Zhugensha waters of East Taipei, Jiangsu, with a total investment of about 7.9 billion yuan. It is the first offshore wind power project after the establishment of the National Energy Group. First, it is the most difficult offshore wind farm project for comprehensive construction in China at this stage. A number of indicators have reached the leading level in the industry.
