We will improve regulation of total and intensity of energy consumption, focus on controlling fossil energy consumption, and gradually move to a system of "dual control" of total and intensity of carbon emissions. We will push forward the energy revolution, strengthen the clean and efficient use of coal, step up exploration and development of oil and gas resources and increase storage and production, speed up planning and building a new energy system, coordinate hydropower development and ecological protection, actively develop nuclear power in a safe and orderly manner, and strengthen the system for energy production, supply, storage and sales, so as to ensure energy security.

Ren Jingdong, deputy director of the National Energy Administration, said that in the next step, we will follow the requirements of the Party's 20th National Congress, based on China's energy and resource endowment, adhere to establishing before breaking, deepen the energy revolution, accelerate the planning and construction of a new energy system, and unswervingly promote green and low-carbon energy development. We will strengthen the clean and efficient use of coal, actively promote the "three reform linkage" of coal and electricity. The planned transformation scale during the 14th Five-Year Plan period is about 600 million kW, and firmly promote the demonstration and application of CCUS(carbon dioxide capture, utilization and storage) technology. We will vigorously develop non-fossil energy sources, vigorously promote the high-quality development of wind and solar power generation, promote the construction of major hydropower and nuclear power projects, and develop other renewable energy sources such as biomass and geothermal energy in light of local conditions. We will actively build a new type of power system and push the power grid to actively adapt to the development of large-scale centralized new energy sources and distributed energy sources with a large quantity and a wide range of areas. We will vigorously promote the transformation and upgrading of end-use energy, strengthen energy conservation and carbon reduction in key areas of energy use, actively promote the substitution of electric energy, and strive to make electric energy account for 30% of end-use energy by 2025.
