On November 28, 2022, in the bidding of Kazakhstan 2022 annual renewable energy project, CLP International and VISOR consortium successfully won the bid of Alkarek 50MW wind power project, marking another major breakthrough of CLP International in Kazakhstan's new energy market.
Kazakhstan 50MW wind power project
In recent years, Kazakhstan has made great efforts to develop renewable energy with increasing policy support. In 2022, the PPA period of renewable energy bidding projects has been extended from 15 years to 20 years, the electricity price can be selected to be 100% pegged to the US dollar exchange rate, the exchange rate fluctuations during the construction period can be adjusted once, and two wind power projects with pre-development documents have been released for the first time. The above policies have significantly reduced investment risks and attracted the participation of many large international new energy investors from China, Russia, the European Union and other countries and regions.
The Alkarek project won by China is one of the projects with preliminary development documents. The project is located in the suburb of Alkarek, Kostanai Prefecture, Kazakhstan. It has complete annual wind measurement data, and the average annual wind speed is the highest among all the bidding projects this year. The project land and access have been implemented, and the EIA has been prepared under the framework of the European Bank for Reconstruction and Development (EBRD). The successful auction of the project fully demonstrates the international competitiveness of CLP International in the Kazakh market and the ability to integrate high-quality resources.
Kazakhstan is a key country for China Power Investment Corporation in the Shanghai Cooperation Area. Relying on the first-mover advantage of the 100MW wind power project in the first phase of Zanatas, the company has continuously expanded the market scale. Currently, the capacity under construction and pending delivery reaches 546MW. In order to consolidate the market advantage, the company has studied and judged the market trend in advance, constantly broadened and tried the project development mode, and actively planned the independent development. Through the innovative cooperation with VISOR, Kazakhstan's partner, we seized the opportunity to jointly participate in this market auction, bringing the cooperation results of both sides to a new level.
Company leaders set up a bidding team in person. Through tacit cooperation and mutually beneficial cooperation between the front and rear, the team won the high trust and full support from Kazakh partners and upstream and downstream enterprises. The working group continuously optimized the technical and economic plan, repeatedly practiced and adjusted the bidding strategy, calmly and flexibly dealt with the fierce bidding process, and finally won the high-quality bidding section, which continued the good momentum of the company's new energy development in Kazakhstan.
It is reported that this project is also the first time CLP International won the international open bidding project, is the company's full cooperation results, in the changing international environment, greatly encouraged the morale of the company to sprint the annual task target. In the next step, the company will actively communicate with Kazakh government departments, carefully prepare various works of project development and construction, strive to build first-class overseas benchmark projects, create a new name card for State Power Investment in Kazakhstan, and help the overseas implementation of "first-class 2035 strategy".
