Recently, the African company of China Railway 10th Bureau and the operating company cooperated closely and successfully won the bid for the recovery and operation project of Bong Mine Railway in Liberia. The total length of the railway is 85 km, the recovery period is 6 months, and the operation period is 60 months. It is reported that this is the fourth new country market developed by China Railway 10th Bureau in Africa in recent two years, following C ô te d'Ivoire, Guinea and Zimbabwe.

The Liberian State Mine is located in the southwest of the Central State of Liberia, which is a large-scale open-pit iron mine. The restoration and operation project of Bangkuang Railway mainly includes the restoration of existing railway lines, equipment and facilities, as well as the loading and transportation of 1.5 million tons of iron concentrate products annually, and unloading and stacking in the port area. In addition, China Railway 10th Bureau is also responsible for the daily commuting of local employees, port heavy diesel oil unloading and transportation, and various construction, production, living materials transportation and other businesses.

After obtaining the project information, the African company attached great importance to it. The secretary of the Party Working Committee personally led the team to inspect the 85 km railway line, and made a detailed investigation on the current situation of the existing railway, the unit price and procurement methods of materials such as construction ballast, sleeper and fuel, as well as the external environment conditions such as water, electricity and transportation, which provided a basis for the preparation of the construction scheme and cost assessment.

According to the field investigation, the operating company has successively visited and investigated the equipment and material suppliers of CRRC Ziyang Co., Ltd., Deyang Sleeper Factory, Kunlun Lubricant Co., Ltd., etc., made a detailed analysis of the material costs of mechanical equipment repair, railway line recovery, and railway transportation, and prepared the optimal cost plan that meets the site needs. In combination with the local customs, humanities, climate characteristics and other factors, the train operation diagram is scientifically formulated according to the total traffic volume inverted train operation plan. The mode of "single professional management of train, locomotive and vehicle, and comprehensive integrated management of work station" is adopted to coordinate the labor organization of various disciplines such as train, machinery, work, vehicle, freight, and finally a detailed railway operation plan is formed.

The successful bid winning of this project is a successful example of the combination of localization resource advantages and professional experience of the operation company of China Railway 10th Bureau Foreign Economic Cooperation Co., Ltd., and a model of cooperation between the external economic window platform and professional companies. As the first railway project operated by China Railway 10th Bureau in Africa outside the country, it has laid a good foundation for the expansion and implementation of subsequent regional resource projects in West Africa.
