This line is an important part of the coastal high-speed corridor in the eight-horizontal and eight-vertical high-speed rail main channel of the country's "medium and long-term railway network plan", and it is also a key project to improve the construction of rail transit in the Guangdong-Hong Kong-Macao Greater Bay Area. It starts from Shenshan Station of Guangzhou-Shantou Railway, passes through Shenshan Cooperation Zone, Huizhou City, and ends at Xili Station of Shenzhen Hub. Because the Shenzhen-Shantou Railway crosses the urban areas of Shenzhen and Huizhou, the economy along the line is highly developed, the pipeline network is densely distributed, and the line has many problems such as intersections with railways, rivers, expressways, urban roads, and sensitive ecological areas. The construction team will use a 13.8-meter large-diameter shield machine in the construction of the Shenshan Railway, and 8 large-diameter shield machines will be constructed at the same time, forming the largest large-diameter shield tunnel group in China.

For the main bridge of the Shenzhen Reservoir Super Bridge on the Shenzhen-Shantou Railway, the construction team will follow the requirements of the design team and use part of the cable-stayed bridge with high and low towers for construction. Multiple transportation hubs along the route
