In order to meet the growing demand for transportation, the construction of expressways has been accelerated. In order to alleviate the possible traffic bottleneck in the Ningde to Fuzhou section of Shenhai Expressway and consider the traffic congestion that may be caused by the increasing traffic flow in the future, it is planned to build a new Ningde to Fuzhou section expressway.

In January 2022, The State Council issued a notice on the issuance of the "14th Five-Year Plan for the Development of Modern Integrated Transport System", which shows that: Transport is a fundamental, leading and strategic industry in the national economy. It is an important service industry and an important component of the modernized economy. It is an important support for building a new development pattern and a solid guarantee for serving the people's better life and promoting common prosperity. This plan is formulated in accordance with the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-range Goals for 2035, the Outline for Building a Powerful Transport Country, and the Outline of the National Plan for a Comprehensive Three-dimensional Transport Network.

The newly planned Ningde to Fuzhou section of the expressway is planned to invest 5.5 billion yuan, of which the construction and installation cost is about 4.4 billion yuan. The project construction funds come from the enterprise, and the project owner is Fujian Loning Expressway Co., LTD. Ningde to Fuzhou expressway belongs to the "14th Five-Year Plan of Fujian Province" Modern Comprehensive Transportation system special planning projects.

According to the disclosed information, the Ningde to Fuzhou section of the expressway starts from Tashan Village, Dongqiao District, Ningde, and ends at Shangshang Village, Baita Township, Luoyuan County, Fuzhou. The route passes through Hanqi Village, Baoyangtang Town, Feiluan Town, Qianxi Town and Songshan Town, Chengnan Town, Jiaocheng District, Ningde City.

The total length of the line is about 29 kilometers, including 17 kilometers in Fuzhou and 12 kilometers in Ningde. The whole line is planned to adopt six lanes in both directions (the width of the subgrade is 33.5 meters), and the design speed is 100 kilometers/h. The original road extension section is planned to be expanded from four lanes in both directions to eight lanes in both directions.

At present, the project feasibility research and design and preliminary investigation and design unit has been determined in August 2022. The design unit is Fujian Transportation Planning and Design Institute Co., LTD. The feasibility design and preliminary survey and design period is about 10 months. It is expected to complete the feasibility study and preliminary design around June 2023.

The construction of Ningde to Fuzhou section of the new Shen-Hai Expressway will accelerate the construction of the province and even the whole Shen-hai high-speed transportation system to achieve a modern comprehensive transportation system. Editor/Xu Shengpeng
