On December 10, 2022, the commencement ceremony of onshore wind power I project in Pulandian District, Dalian City, Liaoning Province was held in Paotai Village, Pikou Street. The project is another fruitful result of Pulandian District's layout of new energy industry and promotion of high-quality development, marking a solid step forward for the district to "jointly promote the development and construction of new energy and help achieve dual carbon goals".

The project is invested and constructed by Huaneng Dalian Energy Power Co., Ltd. It is the largest wind power generation project in the area at present, with a total investment of about 2.079 billion yuan and a total installed capacity of 300 MW. It is planned to install 60 wind turbines with a single unit capacity of 5 MW, and at the same time, it is equipped with 10% capacity and 4-hour energy storage devices, with a total capacity of 30 MW/120 MWh. One 220kV booster station will also be built, with 12 loops of 35kV power collection lines. Each loop of power collection line will be connected to the 35kV power distribution device of the 220kV booster station. By the end of 2023, the project is expected to realize full capacity grid connected power generation. After being put into operation, the annual on grid power can reach 750000MW · h, directly saving about 240645t of standard coal, reducing about 635302.8t of carbon dioxide emissions, 5390.4t of sulfur dioxide emissions, and 3234.9t of nitrogen oxide emissions, which will effectively improve the ecological environment, promote energy transformation, and help achieve the goal of carbon neutrality.

The successful implementation of onshore wind power I project has played a crucial role in promoting Pulandian District to expand and strengthen the regional circular economy, improve the energy structure, transform the development mode and enhance the regional economic strength. The Pulandian District Party Committee and the District Government will fully implement the "mother like" service, set up special project teams, and implement special promotion to provide more and better quality assurance for project construction. In the next step, Pulandian District will continue to expand cooperation fields, improve cooperation levels and optimize cooperation models with Huaneng Group, accelerate the implementation of onshore wind power II project, and jointly build a new highland for the development of new energy industry.
